The Jiuzantou Cultural Association has undergone many transformations after it was formally established in 1998. It once set up the Water Buffalo School, which not only taught children "how to play", but also used the themes of “san geu tai”—which means the lizard in Hakka—and the firefly to create picture books with Hakka content. The development of the Jiuzantou Cultural Association started from a monthly magazine, and later became the Water Buffalo School as well as the Liu Xing-chin's Comics Museum in Neiwan Township. The museum was established in 2002. Through the four unused classrooms in Neiwan Elementary School, the works of Taiwan’s national treasure-level native comic artist Liu Xing-chin (劉興欽) are displayed here. The museum also has a multimedia interactive area, a reading and teaching area, and holds regular comic art exhibitions.
In addition, the Jiuzantou Cultural Association has also innovated and established its own brand "New Taiwan Vision (臺灣水色)" and "New Hakka Cultural Park (好客好品希望工場)". The "New Taiwan Vision" brand was founded in 2011. It stemmed from the planned closure of the local elementary school in Hsinchu County. There were 18 foot-operated sewing machines in the school which were to be directly scrapped and discarded. The Jiuzantou Cultural Association bought them, and then a group of local community mothers and young people worked together to design a series of "life cloths," such as chopstick sets, cup cozies, backpacks, and fabric notebook covers by combining the creativity of young people with traditional foot-operated sewing machines.

The "New Hakka Cultural Park" is a brand-new cultural and creative space. It hopes to combine natural ecology and Hakka cultural elements to present a different appearance of "Hakka life aesthetics". Therefore, it came up with a series of activities on the Neiwan Line Railway in Hsinchu County. These include the "Railway Puzzle", "Summer Appreciation of Tung Trees and Cherry Blossoms at Night", "100 Dollar Strolling Food Style Close-up." It even took over the operation of the Hexing Train Station (合興車站), which had originally been intended to be abolished. It is hoped that the workshop will help retain the historical trajectory of the Neiwan Railway Line of Hsinchu County.
The Jiuzantou Cultural Association still maintains a lot of innovative ideas for Neiwan. It continues to take care of the community in Hengshan Township, Hsinchu County, integrating the elements of Hakka culture and nature, and adding the elements of humanities and arts. In so doing, it displays the different sides of Hakka style and artistic appearance in everyday life.
