Hakka Affairs Council Administrative Plan 2021


The Council is tasked with nationwide Hakka affairs with a mission to promote Hakka and culture. This 2021 Administrative Plan is set forth in accordance with the president’s policy proposals and with the Hakka Basic Act enacted on January 31, 2018 to re-establish through the persevering Hakka spirit the widespread use of our mother tongue in society; through the creation of Hakka environments and cultural added-value applications to promote the revival of Hakka arts; and to allow Hakka people to naturally merge together language, livelihood, culture, ecology and industry. Accordingly, the Council strives to create Hakka cultural values, to respect diverse cultural co-prosperity, to carry out the democratic spirit of the Constitution through building a multi-ethnic public domain to cause different ethnic groups in an intersubjective environment to collectively construct the social mainstream, to break the power relationship between the center and the periphery, and create new models for ethnic mainstreaming. The Council continues to promote the National Hakka Development Plan; the sustainable development of Hakka and culture; the optimization of Hakka communities’ software and hardware to enliven Hakka community industry economies; to pass on Hakka arts and cultivate storage of resources; to integrate multimedia marketing channels to raise Hakka’s mainstream prestige; to display internationally Taiwan’s diverse cultural character and build a new Hakka golden age.

The Council announces this 2021 administrative plan in accordance with the Executive Yuan’s 2021 administrative policies, according to approved budget quotas, and with regard to changes in the economic and social situation and the Council’s future development requirements.

1) Annual Administrative Goals and Strategies
(I) Promote the National Hakka Development Plan, deepen ethnic mainstreaming consciousness

(a) Through the promotion of the National Hakka Development Plan, guide government at all levels to implement ethnic mainstreaming policy goals, promote across departments policies or measures related to ethnic equality.

(b) Through assessment and incentive mechanisms encourage local governments to jointly implement the National Hakka Development Plan so that Hakka indigenous mainstreaming becomes a trend.

(c) Reshape the relations between Hakka and indigenous people groups, proactively interact and cooperate to show the beauty of multi-ethnic coexistence and co-prosperity.

(d) Organize meetings for local heads of Hakka affairs, promote Hakka affairs bodies to collaborate across boundaries to create sustainable development of Hakka and culture.

(II) Lay a basic data survey foundation, deepen Hakka knowledge research

(a) Continue to organize basic national Hakka population and language surveys to know the most recent Hakka ethnic population numbers, distribution by administrative region, language ability and identity status; analyze each area’s Hakka development trends as a basis for policy promotion.

(b) The encouragement of academic institutions is a policy focus, with forward-looking and cross-discipline Hakka research plans to expand the scope and deepen the foundation of Hakka academic research.

(c) Cultivate talent in Hakka research, encourage colleges to establish courses with Hakka characteristics and through a diversity talent-nurturing strategy to cultivate a new generation of Hakka knowledge system talent.

(d) Strengthen domestic Hakka academic exchanges and cooperation, bring together a “Global Hakka Research Alliance,” promote cross-border research on Hakka ethnicity issues, share the experiences and achievements of Hakka research.

(III) Promote the founding of international Hakka organizations, advance the internationalization of Taiwanese Hakka

(a) Encourage the common participation of young people, cultivate a global citizen consciousness, revitalize Hakka civic society, expand overseas Hakka cultural exchanges.

(b) Proactively conduct cooperation and exchanges in culture and industry with the Southeast Asian nations of Malaysia, Indonesia and Thailand, promote deeper two-way exchanges between Taiwan’s Hakka communities and Hakka communities in the Southeast Asia region.

(c) Convene an international ethnic minority language conference; hold seminars or cultural activities concerning Hakka, culture and cuisine; proactively conduct policy and cultural exchanges with government and civic parties of Hakka groups in other countries; establish Taiwan as a new capital of global Hakka culture.

(d) Promote overseas Hakka groups holding Taiwan celebration activities and taking part in overseas mainstream society activities; assist artistic groups overseas and at home to travel abroad on Hakka cultural tours; raise the visibility of Taiwanese Hakka.

(e) Promote the founding of international Hakka organizations; take part in international NGOs and conferences; conduct exchanges with government departments related to ethnic minority groups in other countries.

(IV) Restore pride in speaking Hakka and form an environment that gives vitality to passing on the Hakka

(a) Make the Hakka more deeply rooted; enrich children’s study materials and digital resources.

(b) Cultivate a Hakka-language teaching environment in schools; make the Hakka blend into daily life.

(c) Make good use of incentive measures to strengthen conveyance of the language; cultivate Hakka teachers to enrich the ability to pass on the Hakka.

(d) Promote the construction of a Hakka foundation; make the Hakka keep up with current trends; lay a digital applications cornerstone.

(e) Expand the domain for the common use of Hakka; bring together civic bodies and organizations to create an environment conducive to the Hakka; rebuild Hakka communities where use of the mother tongue is widespread.

(V) Bolster the strength of Hakka community industries, revitalize the economic development of Hakka communities

(a) Through the software resources of cultural and industrial guidance and the cultivation of talent provide assistance in the areas of industry chain integration, technology, capital and marketing; build a support mechanism that encourages young people to return to their communities for business and employment, to push for the revitalized development of local Hakka community industries.

(b) Sift through the cultural resources of Hakka communities -- in the humanities, landscape, industrial history, the inheritance of arts and crafts -- in different regions map out different development visions; guide local community organizations and operators to jointly participate; consolidate local strengths, gradually build social circles and local brands; enliven Hakka communities’ industrial economies.

(c) Assist Hakka artisanal and craft workers in the continuation of their industries, guide improvements to their spaces and innovation of products, integrate science and technology blockchain IT; cultivate talent for revitalization development; support entrepreneurship among young people; promote local industries’ innovation and upgrading; establish industrial media platforms and network channels for marketing to raise Hakka communities’ output and marketing competitiveness.

(d) Stimulate the domestic travel market; promote the revival of Hakka communities’ industries and economies; through economy-stimulating tourism and travel exhibitions partner operators with different businesses; assist digital transformation.

(e) Hold large-scale sporting events or marketing promotion activities to raise the overall visibility of Hakka communities; promote Hakka communities smaller in-depth tourism; spur domestic and foreign travelers to come to Hakka communities and spend money and give energy to local economies.

(VI) Deepen Hakka communities’ sustainable development, build friendly public areas in Hakka communities

(a) Promote the overall space planning of Hakka communities’ historic businesses; tap the resources of local people, literature, land, industry and scenery; with regard to life, culture and industry planning by year/by phase promote work and strategy; map out plans for Hakka communities’ long-term development.

(b) Link up central and local resources; plan measures including natural landscape reconstruction, the building of culture and education and industrial bases, the cultural style of traditional Hakka settlements and establishing a green transportation network; optimize Hakka settlements, improve life spaces and transportation; spur Hakka communities’ industrial, cultural and tourism development.

(VII) Raise Hakka cultural values, enhance cultural depth and refinement

(a) Encourage the development of diverse artistic creation in Hakka literature, music, visual arts and performing arts; enhance their depth and refinement to raise Hakka cultural values.

(b) Support Hakka artistic groups and cultivate artistic talent to innovate Hakka elements, develop the exhibition of art with Hakka characteristics; assist diligence in creative quality to advance the refinement of Hakka arts.

(c) Explore Hakka communities’ traditional culture, raise the energy level of cultural activities and expand additional value; let the process of cultural conveyance have an educational function; through long-term preparation and accumulation form intangible cultural heritage.

(d) Consolidate Hakka cultural identity; create Hakka festival brands; strengthen local Hakka arts; raise the energy level of cultural activities; give an educational function to the passing on of culture; promote the knowledge and sharing of Hakka cultural values among all ethnic groups.

(VIII) Integrate communications marketing and artistic development, overturn Hakka stereotypes

(a) Combine various communications to construct a Hakka cultural content industry ecosystem; highlight the equal status of the Hakka and overturn stereotypes about Hakka people.

(b) Optimize the auditing and supervision efficacy of the Hakka Public Communications Foundation; ensure the right of access to ethnic Hakka media.

(c) Strengthen the liveliness of ethnic marketing communication, raise the prestige of the Hakka.

(d) Expand the potential of diverse cultural mainstreaming, strengthen the reproduction of Hakka media.

(e) Market Taiwanese Hakka humanities internationally; outline the Hakka 369 profile.

(IX) Liudui 300th anniversary “Setting Out Again,” revive Liudui’s historical memory and sense of honor

(a) Combine traditional folklore and ritual to review historical splendor; show off the Liudui Hakka community’s varied appearance to consolidate and strengthen the Liudui Hakka community’s feeling of local self-identity.

(b) Organize Liudui themed exhibition events and sporting events, invite other ethnic groups to take part and display Taiwan’s diverse blend of ethnicities.

(c) Invite overseas and domestic specialists to take part in international seminars and explore Liudui’s history and culture.

(d) Reorganize the Liudui area and surrounding environment; market Liudui internationally to energize Liudui’s tourism industry.

(X) Prepare the ground for the Taiwan Hakka Museum and Liudui Hakka Cultural Park, promote the conveyance of Hakka culture

(a) Link up the ecological resources surrounding the park areas, cross-boundary integration and brand creation to turn the Taiwan Hakka Museum and Liudui Hakka Cultural Park into a “global Hakka museum” and “ecological museum” respectively, forming museums with Hakka indigenous characteristics.

(b) Take part in international organizations and conferences, proactively have exchanges and cooperation with other museums at home and abroad, share Hakka culture and collected resources, deepen the orientation of exchanges.

(c) Continue to explore Hakka important historical artefacts and recorded documents; make use of archives and cultural resources survey results; organize theme exhibitions with Hakka characteristics; revive cultural assets and historical memories.
