Hakka Affairs Council Administrative Plan 2020


The Council is tasked with nationwide Hakka affairs with a mission to promote Hakka and culture. This 2020 Administrative Plan is set forth in accordance with the president’s policy proposals and with the Hakka Basic Act enacted on January 31, 2018 to govern in the persevering and hardworking Hakka spirit; to revive the use of the Hakka in Hakka communities; to retrieve the right to historical interpretation from the Hakka perspective and establish a Hakka historical memory that may be shared by all; furthermore, to develop a Hakka economy through a “cultural added value” strategy that allows livelihoods, culture, ecology and industry to form organic connections.

Accordingly, the Council strives to bring about Hakka cultural values, to create new mainstream models and to create an overall environment enriched by the Hakka to ensure the sustainable development of Hakka and culture; through the accumulation of artistic ability to revive local industries and create highlights for Hakka communities throughout Taiwan; to optimize the spillover effect of Hakka communications; to multiply the digital convergence of added-value ethnic media; and at the same time to actively develop deeper international Hakka exchanges, diversely showing off the qualities of Taiwan’s culture to bring about a new Hakka golden age.

The Council announces this 2020 administrative plan in accordance with the Executive Yuan’s 2020 administrative policies, according to mid-term administrative plans and approved budget quotas, and with regard to changes in the economic and social situation and the Council’s future development requirements.


1) Annual Administrative Goals and Strategies

(I) Promote national-level Hakka indigenous knowledge; strengthen international Hakka research exchange networks

(a) Through policy guidance encourage cross-discipline integration at academic institutions; according to the Council’s mid- and long-term administrative goals promote related forward-looking research projects and application promotion plans to cultivate the indigenous knowledge discourse. 

(b) Assist Taiwan’s Hakka research institutions and international academic institutions to develop a “Global Hakka Research Alliance” to strengthen exchanges among the Hakka research community at home and abroad, and to share experiences and achievements in Hakka research. 

(c) Cultivate Hakka knowledge system academic research talent; with regards to Hakka research PhD candidates and postdoctoral research personnel, continue to promote related recruitment and cultivation plans to produce specialist talent in the field of Hakka research.


(II) Incorporate the suggestions of the National Hakka Conference; promote the National Hakka Development Plan

(a) With ethnic mainstreaming at the center and the pursuit of ethnic equality as the direction, guide government at all levels to establish ethnic mainstreaming policy goals to jointly promote policies or measures related to ethnic equality.

(b) Through assessment and incentive mechanisms, encourage government at all levels to jointly promote and carry out the National Hakka Development Plan to implement Hakka indigenous mainstreaming.

(c)  Encourage local governments to link up with each other, through cooperative organizations in Hakka cultural areas jointly revive local Hakka and culture, and advance the sustainable development of local Hakka and culture.


(III) Promote Taiwanese Hakka and youth international exchanges; promote the establishment of international Hakka organizations

(a) Convene a global Hakka conference; arrange Hakka, culture and cuisine seminars and major festival activities; facilitate the return of overseas Hakka to Taiwan to experience Hakka culture; actively promote civil and government cultural and policy exchanges with the global Hakka community; establish Taiwan as the global center for Hakka cultural innovation, research and exchanges.

(b) Assist overseas and domestic Hakka communities and artistic groups to take part in overseas mainstream social activities; support overseas Hakka communities to organize large-scale Taiwan celebrations; arrange overseas Hakka cultural tours; advance the elevation of Hakka culture to the international stage.

(c) Actively seek exchanges and cooperation opportunities with Southeast Asian nations including Malaysia, Indonesia and Singapore in the areas of industry, communication, arts and language education; organize deeper two-way exchanges between Hakka communities in the Southeast Asia region and Taiwan.

(d) Promote the formation of international Hakka organizations; take part in international NGO meetings and activities; carry out exchanges with the ethnic minority cultural agencies of other countries; share abroad Taiwan’s Hakka policies and experience.

(e) Guide the establishment of regular common forums for Hakka youth communities; consolidate Hakka consciousness among the young; link up indigenous community organizations to propose concrete solutions to common issues; through the joint participation process of Hakka community residents strengthen the ties of young people to Hakka communities.


(IV) Lay the foundation for the development of Hakka community industries; focus on the revitalization of local Hakka communities

(a) By crafts (skills) art promotion, observation exchanges, community design, competition incentive mechanisms and related guiding measures cultivate talent for the revitalization of settlements; advance the recovery or upgrading of local industries; build industry partnering platforms and marketing channels; raise the competitiveness, design strength and marketing strength of revitalized settlements.

(b) Integrate the provision of industry chain technology, capital and marketing resources; build an environment in Hakka communities that is favorable to job creation; encourage young people to live in revitalized settlements in order to promote their further development.

(c) Invest resources to raise the quality of local tourism services; combine Hakka community celebrations, life culture and experience activities; plan in-depth tours; strengthen marketing through taking part in major international major expos and matching online travel agencies (OTA) promoting Hakka community tours to establish a premium tourism brand.

(d) Adopting the perspective of international tourists coming to Taiwan, organize a selection contest of specialty products from Hakka settlements on Taiwan Romantic Route 3 to tap the charm of Route 3, develop indigenous brands, stimulate commercial opportunities for Hakka communities and promote local tourism.


(V) Use Hakka communities’ environmental resources; promote relocation and cultural travel

(a) Restore old streets and the rural rustic style; develop combined public transportation into a green transportation network; build a liveable environment and provide a development niche for tourism.

(b) Systematically restore cultural resources; combine old houses and such idle spaces as local cultural education and industry bases; combine the training of talent, industry chain partnering, introducing new technology and new agriculture support; support young entrepreneurs and promote local industries’ added-value development.

(c) Hold large-scale international competitions or promotional activities to raise the overall visibility of Hakka communities; stimulate domestic and foreign tourists coming to spend, adding impetus to local economies.


(VI) Increase the amount of Hakka artwork that is exhibited; promote the overall development of Hakka art

(a) Give particular support to emblematic Hakka artistic groups; nurture new Hakka artistic talent and assist them with the quality and quantity of their creations, with innovative Hakka elements, arrange annual large-scale Hakka art exhibitions.

(b) Train up a national-level Hakka Children’s Choir; bring together representative conductors, composers, musicians and outstanding Hakka art workers; through the choral arts convey Hakka music, language and culture, and promote international cultural exchanges.

(c)  Promote artist in residence programs; encourage artists to reside in Hakka villages and blend their artistic activities with local life, molding the artistic clay of Hakka communities and building up local artistic ability.

(d) Encourage Hakka arts groups into schools and integrate with school education; allow the seeds of Hakka culture to produce shoots on campus, inspiring young students’ creative ability and consolidating Hakka identity so that Hakka art may deeply take root.

(e) Consolidate Hakka cultural identity; create Hakka festival brands; strengthen local Hakka arts and raise the amount of artistic activities; bring into play the educational function of cultural transmission; promote the cultural values shared by Hakka people and other ethnic groups.

(f) Encourage the diverse development of Hakka literature, music, visual arts and performing arts and strengthen their cultural depth.


(VII) Ensure the right to access local public services in the Hakka; create an environment for the use of the Hakka

(a) Promote the use of the Hakka in Hakka common language areas, create a Hakka-friendly environment, see the Hakka return to public life.

(b) Deepen and broaden Hakka education and give it the status of a teaching language to make Hakka a language that is used in daily life. 

(c) Develop curricula with local Hakka characteristics for middle and elementary schools to foster by nature future Hakka generations and lay up cross-discipline Hakka teachers, enriching the ability to pass on the language.

(d) Establish a Taiwan Hakka database; through collection, preservation and recording lay a sustainable Hakka foundation; promote added-value applications and research development for Hakka education.

(e) Implement incentive measures to speed up the expansion of Hakka in major Hakka cultural development areas; and to encourage public servants and teachers to study practical Hakka and to implement the Hakka Basic Act.


(VIII) Enrich Hakka media communications channels and ability to present the features of Hakka culture.

(a) Bring to bear broadcast media’s influence on forming culture, promote mainstreaming of Hakka ethnicity.

(b) Donate to and guide the Hakka Public Communications Foundation to create a sustainable development foundation for Hakka public communications.

(c) Cultivate Hakka broadcasting talent, build up human resources and ability.

(d) Adopt the trend of media digital convergence to promote Hakka culture niche  marketing.

(e) Control the high level of Hakka communications discourse; outline the profile of Hakka imagery mainstreaming.

(f) Make a digital collection of the beauty of Taiwan’s Hakka communities; use the audio-visual advantage to market internationally.


(IX) Enhance the standing of the Taiwan Hakka Museum and Liudui Hakka Cultural Park, deepen their cultural foundation and local connections.

(a) Explore Hakka historical events, collect important artefacts and documents, organize surveys of ordinary people and solicit collections to enlarge archive resources. Through the results of surveys of cultural resources, village records, physical and digital collections, plan varied themed exhibitions and carry out cooperation, usage and publication.

(b) Designate Taiwan Hakka Museum as a Global Hakka Museum and Liudui Hakka Cultural Park as an Ecological Museum; connect with surrounding Hakka premises, carry out integration across boundaries and strategic alliances to show more diverse and deep-rooted local Hakka community culture. Make use of them as places for environmental education, train up volunteers and expand education to pass on Hakka culture.

(c) Expand domestic and foreign ethnic group museum research and cooperative exchanges between museums; follow the example of the cooperative agreement between Japan’s National Museum of Ethnology and the Indonesia Hakka Museum; take part in related international organizations or meetings, develop exchange directions and cooperation targets.
