Administrative Performance of 2020


First Chapter: Introduction

Section One: The Council is in charge of national Hakka affairs and has an absolute commitment to revitalize Hakka and culture. The administrative plans of 2020 are formulated in accordance with the Hakka policy proposals of President Tsai Ing-wen and Hakka Basic Act which was amended and implemented on January 31, 2018 for the purposes of governing the country through the Hakka spirit of perseverance, diligence and thrift and rebuilding Hakka-friendly communities; actively taking back the rights of historic interpretations from Hakka perspectives, constructing Hakka historical memories shared by all the people; in addition, applying value-added cultural strategies to boost Hakka economy, and forming organic connections among life, culture, ecology and industries; pursuant to the above principles, the Council endeavors to foster Hakka culture value, establish mainstream new models, create overall environments for cultivating Hakka abilities, ensure the sustainable development of Hakka and culture; activate local industries and create tourist highlights in Hakka settlements across Taiwan through the accumulation of art and literature energy; optimize the spillover momentum of Hakka communication; foster the value of Hakka digital convergence, promote the reputation of Hakka, increase publicity and enhance the discussions among internet users; meanwhile, actively seek deep international exchange opportunities and display various features and styles of Taiwanese cultural refinement to move into the new Hakka epoch.

Section Two: The Council formulated the administrative plans of 2020 in compliance with the policy objectives for 2020 of Executive Yuan along with the medium-term administrative plans and approved budget level, and aimed at the changes in economic and social conditions and the needs for the future development of the Council, the goals of the plans are as follows:

Paragraph One: Promote Hakka indigenous knowledge at national level, and strengthen the communication networks of international Hakka research.

Paragraph Two: Comprehensively collect opinions from the National Hakka Conference, and promote “National Hakka Development Program”.

Paragraph Three: Promote the cultural exchanges between Taiwan’s Hakka youths and international communities and propel the establishment of global Hakka organizations.

Paragraph Four: Deeply consolidate the foundations of Hakka industries development and reproduce the prosperity of regional revitalization in Hakka settlements.

Paragraph Five: Utilize environmental resources and promote immigration and cultural trips toward Hakka settlements.

Paragraph Six: Enhance the quality and quantity of exhibitions and performances of Hakka artistic and literature works, and promote the overall development of Hakka art and literature.

Paragraph Seven: Protect the right to get close to and utilize public services in Hakka and create environments for using Hakka.

Paragraph Eight: Enhance the channels and abilities for Hakka media communication and display the features and styles of Hakka culture.

Paragraph Nine: Strengthen the orientation of Taiwanese Hakka Museum and Liudui Hakka Cultural Park, and consolidate the foundations of culture and local connections.

Section Two: Descriptions of the Trends in Budget and Final Account

Paragraph One: The part of budget:

There is an increase of NT$254.84 million in 2017 than 2016 mainly due to the addition of social development programs such as Hakka Cultivation Programs and the special budget of Forward-Looking Infrastructures Programs such as the funds for the Taiwan Romantic Route 3 project, etc. 

There is an increase of NT$427.8 million in 2018 than 2017 chiefly caused by the addition of social development programs such as Hakka Communication Marketing Programs and the special budget of Forward-Looking Infrastructures Programs such as the funds for the Taiwan Romantic Route 3 project, etc.

There is an increase of NT$490.61 million in 2019 than 2018 primarily due to the addition of social development programs such as Hakka Communication Marketing Programs and the special budget of Forward-Looking Infrastructures Programs such as the funds for the Taiwan Romantic Route 3 project, etc.


There is a decline of NT$259.09 million in 2020 than 2019 mainly caused by the reduction of funds for the special budget of Forward-Looking Infrastructures Programs such as the funds for the Taiwan Romantic Route 3 project, etc.

Paragraph Two: The part of final accounts:

The budget implementation efficiency in 2017 is 98. 69 percent, and there is a surplus of NT$36.87 million when the budget compared to the final account, which is mostly caused by austerity, the unused recruiting budget and the differences between the budgets and the actual prices of the bids.

Chapter Three: The achievements of the promotion 

Section one: Promote Hakka indigenous knowledge at national level, and strengthen the communication networks of international Hakka research.

Paragraph One: The Council solicited programs through “the Development and Research Program for Hakka Knowledge Mechanism” in 2020 in accordance with the Council’s administrative objectives, encouraged academic and research organizations to propose interdisciplinary integrated programs, and promoted research topics with value-added applications under the guidance of the Council’s policies. In 2020, the four integrated programs (inclusive of seventeen subprojects) subsidized by the Council included “The Influence of Mandarin Chinese on the Sixian and Hailu Accents of Hakka: From the Acoustics Perspectives”, “Revival Project for Historic Space of Three Hundred Years in Liudui: Liudui Temple of Patriot Deities and the Surrounding Areas”, “Tan-Hsin Archives Hakka Research Geographic Information System Construction Project” and “Construction Program for Liudui Hakka Cultural Heritage Collections and Audiovisual Knowledge Base” etc.; furthermore, the Council also subsidized 39 individual research programs, gathered domestic history and culture workers from academic, research and private organizations together to conduct local culture and humanity research and surveys on site, deeply consolidated the foundation of indigenous cultural knowledge, promoted interdisciplinary knowledge applications, amplified Hakka academic energy and enriched local knowledge discourses.

Paragraph Two: The “Consortium of Global Hakka Studies” consists of Taiwanese and international Hakka research and academic organizations postponed the originally planned cooperation and exchanging events such as overseas “Young Scholars Workshop 2021” and Hakka settlements investigation tours due to the Covid-19 pandemic, nevertheless, the consortium still endeavored to maintain the international exchanges of Hakka studies through the launch of Alliance Research Newsletters and video conference. The Consortium registered and established Taiwan Consortium of Global Hakka Studies on June 21, 2020 to promote affairs of the Consortium, convene domestic scholars to discuss issues of global Hakka ethnic groups together, expand Hakka knowledge mechanism, assist in connecting related global scholars and organizations of Hakka studies and promote relevant affairs about academic and cultural exchanges.

Paragraph Three: In order to cultivate the academic and research talents of Hakka knowledge mechanism, the Council started to deal with the cultivation programs for attracting Hakka postdoctoral research fellows applied by the academic organizations since 2020, and has subsidized postdoctoral researchers from National Central University and National Chiao Tung University to cultivate professional talents for Hakka research; furthermore, the Council continued to provide full-time doctoral scholarships to allow them to concentrate on Hakka research in school.

Section Two: Comprehensively collect opinions from the National Hakka Conference, and promote “National Hakka Development Plan”.

Paragraph One: The “National Hakka Development Plan” shall be formulated in compliance with Article 6 of Hakka Basic Act along with the considerations for national Hakka affairs and regional development and the opinions from the National Hakka Conference. Every four years, the Council shall formulate and promulgate a plan of the program stated above and it shall be regarded as an important basis for implementation at all levels of government.

Paragraph Two: The resolutions of the National Hakka Conference in 2019 has already been incorporated into the first stage of “National Hakka Development Plan”, and the plan was cored on ethnic mainstreaming, aimed at the ethic equality and marked four objectives for promotion: “raising the Hakka awareness”, “deeply consolidating Hakka knowledge mechanism”, “ameliorating regional revitalization in Hakka settlements” and “constructing global Hakka networks”. The Council has already sketched out the “National Hakka Development Plan” and it has been reported to the Executive Yuan for review in 2020, and afterwards it shall lead at all levels of government to set the policy objective of ethnic mainstreaming and promote related policies or measures together to achieve the general goal of revitalizing Hakka culture.

Paragraph Three: Conduct the Hakka-indigenous youth three-on-three basketball game: The Council initiated the first basketball game with the goal of “ethnic harmony” in Taiwan. The Council held four contests respectively in Taoyuan, Miaoli, Kaohsiung and Pingtung in 2020 with total 1,600 participants, 1,825 cheerleaders, teachers and parents and encouraged two ethnic groups to team up together and participate competitions in the hope of enhancing the understanding among young people of the two groups at leisure through holding sporting events; furthermore, the Council united the two ethnic groups and families as one through making the parents and friends of the indigenous and Hakka players form cheerleader teams, created the opportunities for cross-ethnic exchanges, and encouraged parents and children to take part in sporting events, stick together and establish solidarity and friendship between the indigenous and Hakka people via interactions.

The Council initially conducted Hakka-indigenous youth three-on-three basketball game with the goal of “ethnic harmony” in Taiwan, created the opportunities for cross-ethnic exchanges, and promoted harmonious relationships between Hakka and indigenous people. 

Paragraph Four: Write back Hakka reclamation history: The Council conducted cross-agency cooperation, organized, gathered and formed the community of scholars from the fields of Hakka and indigenous studies to execute the academic and cultural movement program “Rewrite Hakka reclamation history of northern Taiwan”, recomposed “Our History” together with the indigenous, reflected upon the long-term biases and errors of the Han Chinese and Hakka-centered history and reconstructed a new historical perspective which regarded “The indigenous-Hakka” as the subjects of each other, developed academic dissertations and monographic series, and popularized academic research and cultural movements such as local writing reflection actions.

Experts and scholars such as the minister of the Council, Yiong Con-ziin, the deputy minister of the Council of Indigenous Peoples, Qucung Qalavangan, the deputy dean of National Yang Ming Chiao Tung University (NYCU), Lo Lieh-shih and teacher Walis Nokan initiated the academic and cultural movement program “Rewrite Hakka reclamation history of northern Taiwan” at College of Hakka Studies, NYCU.

Paragraph Five: Conduct the “Bagong Care Station” program: In order to implement President Tsai Ing-wen’s policies “Constructing mobile medical networks for the elders in Hakka settlements” and “Promoting the care and nursing centers of the elders”, the Council combined them with the Long-Term Care for Ten Years Program 2.0 of Ministry of Health and Welfare (MOHW), and collaborated with MOHW, Ministry of Education and governments of all counties and cities to conduct the “Bagong Care Station” program together to provide services for the elders in Hakka communities. The Council has approved a total of 259 care stations in 12 counties/cities, 70 key development areas of Hakka culture in 2020, added value to Hakka culture and services, and carried out the care service for the elders in Hakka villages.

Section Three: Promote the cultural exchanges between Taiwan’s Hakka youths and international communities and propel the establishment of global Hakka organizations. (Detailed information could be found in video 109-1)

Paragraph One: Promote domestic and overseas Hakka affairs with regard to exchanges and collaboration. In 2020, the Council subsidized a total of 22 programs including 9 subsidies for overseas groups and 13 subsidies for domestic groups.

Paragraph Two: Among the subsidy programs stated above, in order to encourage young Hakka chefs to promote Hakka cuisines overseas, the council subsidized Hakka chef Wen Kuo-chih to lead students of new generation of culinary arts department as Team Taiwan to partake in “2020 IKA Culinary Olympics” held in Stuttgart of Germany and they won the bronze medal of Community Catering category. Before the competition, the team members visited Hakka youths in Birmingham of the United Kingdom for the Hakka cuisine exchange; and after the competition, the team also collaborated with Tunghua Hakka Verein Deutschland to conduct workshops and demonstrations of culinary arts of Hakka delicacies in Munich, and as a result, the uniqueness of Hakka cuisine was greatly complimented and appreciated by senators of the Parliament of the Federal Republic of Germany and Bavarian State Parliament.

The uniqueness of Hakka cuisines was greatly complimented and appreciated by senators of the Parliament of the Federal Republic of Germany and Bavarian State Parliament.

The council subsidized Hakka chef Wen Kuo-chih to lead students of new generation of culinary arts department to partake in “2020 IKA Culinary Olympics” held in Stuttgart, Germany and they won the bronze medal of Community Catering category, where the gold medal was not awarded.

Paragraph Three: The Brazil Hakka Tsung Tsin Association held the “2020 Brazil Hakka Day Activity and the Groundbreaking Ceremony for Hakka Yuan Building”, gathered nearly a total of 800 participants including local Hakka residents and overseas compatriots; the Hakka Yuan Building is the second joint investment made by local Hakka people following the Hakka Activity Center, displaying the strength of the Hakka people when they united as one, which assisted in enhancing the social images and status of the Hakka in Brazil.

Paragraph Four: Hung Ru Music Group of Hsinchu participated in “2020 Queensland, Australia Hakka Tianchuan Day Arts and Culture tour Hakka Music Feast” held by Hakka Association of Queensland, Australia. Through Hakka music, folk songs, and innovative traditional Chinese music, they promoted Taiwan Hakka music art, facilitated the exchanges of Hakka music, and raised the international visibility of Hakka music.

Section Four: Deeply consolidate the foundations of Hakka industries development and reproduce the prosperity of regional revitalization in Hakka settlements. (Detailed information could be found in videos 109-2)

Paragraph One: Establish “Executive Yuan Hakka Settlements 369 management platform” and expand the scope of cross-boundary governance. 

Referring to the cross-boundary managing mode of “Taiwan Romantic Route 3 in Hakka settlements at national level”, the Council expanded the ruling scope of operation to Taiwan Romantic Route 3, Liudui, and the Provincial Highway 9, invested relevant resources in compliance with strategic integration to the three aspects, namely, “Shaping the culture and literature”, “Environmental preparedness and amelioration” and “The development of industries” to inject new life to Hakka settlements. 

Paragraph Two: Construct a supporting system for Hakka youths, and encourage young people to return to their hometown

Cope with concessional loans for regional revitalization: The Council provided Hakka enterprises with credit guarantee loans for operational and capital expenditures in the hope of relieving the enterprises’ burden, increasing their benefits, and prompting the regional revitalization and sustainable developments in Hakka settlements. The Council has assisted 67 operators in procuring the loans and the amounts of the approved loans reached NT$270.52 million in total.

Roll out the subsidy for the value-added innovation in Hakka industries: The Council coped with the training of docents, cultivated the talents with regard to Hakka traditional cuisine and promoted subsidies for innovation in Hakka industries to introduce creative minds and vigor of young people to revive Hakka industries.

Promotional program of designing the cultural maps and village logos on the Taiwan Romantic Route 3: In order to make the countries (towns, cities, and districts) on Taiwan Romantic Route 3 develop their own cultural maps and village logos and build the consensus of the Hakka communities, the Council solicited and selected 21 community teams. Under the instruction of the Council, the community teams completed the designs of the cultural maps and village logos through exploring the village culture and paying visits on site. Via “activating the Hakka settlements”, the community teams made people “touched”, and further turned the emotions into “actions”. Through delving into the life stories in Hakka villages and converting them into the designs of village logos and cultural maps, the program let the seniors, youths who returned to their hometown and students in Hakka settlements stay, participate in and share the memories on this land together to actuate the regional revitalization.

Paragraph Three: Cultivate talents to learn Hakka crafts, optimize the industries of Hakka crafts

In order to display the life of the cultural industries in Hakka settlements, strengthen the inheritance and carry forward the development of Hakka industries, the Council dealt with the “Hakka Crafts Transmission and Regional Revitalization Pilot Project”, assisted a total of 8 cases, for instance, Chun Tian Arts (Spring Kiln Cultural Co., Ltd) in increasing the productivity of traditional Hakka crafts, space renovations and commodity channel development, furthermore, the Council also provided spaces for guiding and cultivating talents who are willing to learn Hakka crafts, transformed existing space into tourist factories for teaching and learning, and encouraged young people to enter the traditional crafts market to bring creative energy into the industry and enhance the value of traditional Hakka crafts.

Section Five: Utilize environmental resources and popularize immigration and cultural trips toward Hakka settlements. (Detailed information could be found in video 109-3 and 109-4)

Paragraph One: Stimulate community economy and encourage youths to immigrate to Hakka settlements

Propel immigration program for regional revitalization in Hakka settlements: In order to attract creative talents and encourage them to emigrate to Hakka regions (including returning to one’s hometown), the Council integrated and combined regional resource development and simultaneously improved demographic structure to attain the target of regional revitalization by means of introduction of technology, social participation, branding, investments in hometown etc. After passing the review of the program, the applicants could receive NT$ one million subsidies within two years at most. In the first year of the program, 5 applicants were approved, and in the second one, 26 applicants were ratified.

The Council held four preliminaries of the National Hakka Stir-fry Culinary Competition in Hakka settlements across Taiwan from December, 2020 to January, 2021 and selected 32 restaurants out of the 120 contestants to enter the final round of the contest, strictly selected 9 awardees of the Championship, the First Runner-up, the Third Place, Merit Award and Local Flavors Award etc. In addition, the competition was also combined with famer’s market fair, where a total of 132 local farmers and operators in Hakka villages were invited. Via exhibiting local commodities of Hakka settlements, and strengthening the marketing and promotion through media channels, the Council raised the visibility of Hakka products and invigorated the developments of Hakka industries.

Paragraph Two: Enhance the international visibility and boost the cultural travels toward Hakka communities

The Council participated in 2020 ITF Taipei International Travel Fair with the main theme of “small trips in Hakka settlements”, inviting 32 communities and operators including local teams of Hakka communities, professional craftspeople, travel agencies and wineries to launch more than 55 in-depth travel itineraries.

In order to facilitate international Hakka tourism marketing, the Council was in charge of the Stage 3 of the 2020 Tour de Taiwan to increase the worldwide visibility of Taiwan Romantic Route 3 through international broadcast media in 20 languages, including international sports channels such as Euro Sports.

Paragraph Three: Provide guidance on space preservation, development and reuse in Hakka settlements

The Council provided local governments with instruction in space preservation, development and reuse in Hakka settlements, implementing the policies for key development areas of Hakka culture, approving and subsidizing space preservation and reuse programs for Hakka settlements, to cite an instance, “Historical Building in Dongshi District, Taichung City-- Renovation Construction Project of Former Dongshi Public Elementary School Dormitory”.

Paragraph Four: Provide assistance in promoting the regional revitalization and constructing living environments in Hakka settlements
 
The Council encouraged local governments to actively propose and launch the programs for the regional revitalization and constructing living environments in Hakka settlements. In collaboration with related professional workers to promote the programs, HAC approved and subsidized “Sankeng Tea Port Green Construction Project” and “Refurbishment Construction Project of Huo Fang of Chiu I-sheng Family” etc. Furthermore, in order to highlight the symbiosis developments in local communities, the Council promoted the related strategies and operation methods for regional revitalization, conducting seven sectionalized workshops and observing and sharing sessions, through the understanding of the revitalization types in different regions, to develop and link the cognition of Hakka urban and rural development, and learn about the characteristics of the local industry and the ways of displaying cultural assets and shaping the ethnic culture in the hope that the local industries could reach long-term sustainability.

Paragraph Five: Provide guidance for the activation and management of Hakka cultural facilities.

The Council offered assistance in the related art and cultural events, cultural relic exhibitions, workshops, and operation and management affairs for the activation and management of Hakka cultural facilities, approving and subsidizing programs, for instance, “2020 Activation and Operation Program of “Good Hakka in Miaoli- Space for Artistic Thinking”, “The Operation and Management Program for Hakka School and Hakka Cultural Park in Taitung County ”, “NTPC Hakka Museum’s Promotional Program for the Activation and Management of Hakka Culture and Industrial Facilities” etc. to assist in integrating local cultural and industrial premises with private resources such as communities and enterprises to achieve diversification, enhance people’s intentions to visit Hakka settlements, and boost the development of local culture and industries.

Section Six: Enhance the quality and quantity of Hakka artistic and literature creations and promote overall development of Hakka art and literature (Detailed information could be found in video 109-5 and 109-6)

Paragraph One: Support representative Hakka groups with focused resources, foster new blood for Hakka art and literature to innovate in Hakka elements and develop annual large-scale artistic and literature events.

The Council offered the artistic and literature groups with the counseling service for the growth and development programs, subsidizing fifty-two Hakka artistic and literature groups to foster the abilities of performance, nurture Hakka artistic talents, and provide performing platforms.

The Council conducted the tour of the Hakka opera, “Bride for One Night: Once in a Lifetime”, performed by Rom Shing Hakka Opera Troupe in eight counties/cities including Taipei, Taoyuan, Hsinchu, Miaoli, Taichung, Chiayi, Pingtung and Hualien with about 9,000 audience from June 28 to October 4, 2020.

Paragraph Two: Host the “National Hakka Children’s Choir debut concert” and convey Hakka music, language and culture and promote international cultural exchanges through the art of chorus.

Under the instruction of the artistic director and conductor Peng Meng-hsien, National Hakka Children’s Choir founded by the Council staged its debut concert at Zhongshan Hall in Taipei on Oct. 8, 2020 and at Cultural Bureau of Hsinchu County Auditorium on Dec. 23, 2020, respectively, presenting preeminent repertoires, for example, “Shangezi,” “Clear River Water” and “Passing By.”

Paragraph Three: Encourage Artist-in-residence in Hakka communities to integrate artistic events with local life, shape and create the environment for nurturing art and literature in Hakka settlements, and accumulate regional energy of art and literature. 

The Council hosted the “Exhibition of Photographs Highlighting the Romance of Northern Taiwan's Hakka Villages,” inviting 22 domestic and overseas photographers, inclusive of Hakka leading figure Yeh Tsai and Liang Kuo-lung, as well as international photographers from seven countries, namely, Hervé Bernard and Martial Verdier from France, Jae Hyuk Oh from South Korea, Toshiyuki Kumagai from Japan, Kim Teoh and Hong-Sang Woo from Malaysia, Agatha Bunanta from Indonesia, Wei Fu from Thailand, Carl Tsang and Heng-Sun Kok from China’s Hong Kong and Macau, respectively, among whom Hervé Bernard is an illustrious photographer and also a short film director who has earned recognition from international film festivals. These photographers made the artistic interpretations with their exquisite angle of vision in 28 counties, townships and cities of Taoyuan, Hsinchu, Miaoli and Taichung. They captured bountiful images of Hakka humanities and cultures, from the historic traces Hakka ancestors left, wisdom for farming, performing arts and crafts of intangible cultural heritage, to daily life of modern Hakka people. The Council carefully selected 150 works and displayed them at the Hsinwawu Hakka Culture Conservation Area in Hsinchu County from February 20 to March 1, 2020 in Zhubei City, Hsinchu County.

Paragraph Four: Encourage Hakka artistic and literature groups to enter campuses and collaborate with schools, let the seeds of Hakka culture sprout in campuses, illuminate young students to be creative and build their Hakka identity to lay the foundation of Hakka art and literature for future generations.

Organize the Hakka end-of-winter operas in 2020: The Council subsidized 15 Hakka end-of-winter operas of temple fairs in Hakka settlements from November to December, 2020.

The program for passing down Hakka music movement: The Council organized “2020 Hakka music concert” at the registration section of Riverside Live House on September 10, 2020. Furthermore, the Council tackled the joint performance “2020 Rock Nursery Rhymes Music Party” campus tour by Liu Shao-hsi band and Hakka Children’s Rock Band at seven counties/cities including New Taipei, Taoyuan, Hsinchu, Miaoli, Taichung, Pingtung and Yilan from September 22 to November 24, 2020.

Paragraph Five: Forge Hakka cultural identity, establish the brand for Hakka Festivals, and promote the understanding and sharing the value of Hakka culture among various ethnic groups. 

The Council organized “The 2020 Hakka Tung Blossom Festival”, raising the curtain on the festival with the worship of Earth God at Tongluo Township, Miaoli County. Moreover, in compliance with Covid-19 prevention policies, the Council cancelled off-line gathering activities of the festival yet still maintained the "Snow in Summer: A Work of Land Art", producing three online videos of tung blossoms and travel suggestions for epidemic prevention and viewing tung blossoms recorded in Hakka as well as connecting local residents and humanistic concern with the mobile game, “Romantic Tales in 1930”. In addition, due to the epidemic slowdown, the Council held Hakka musical “The Most Beautiful Blooming” at Miaoli’s Taiwan Hakka Museum on July 18 and 19, 2020 with about 2,000 participants to develop post-epidemic new life.

The Council held the 12 major Hakka festivals in 2020. Fourteen iconic Hakka festivals were selected by the Council from 10 counties/cities including Taoyuan City, Hsinchu County, Miaoli County, Taichung City, Nantou County, Yunlin County, Kaohsiung City, Pingtung County, Taitung County and Hualien County.

Paragraph six: Promote the development of diversified artistic and literature creations, e.g. Hakka literature, music, visual arts and performing art etc., and strengthen the refinement of Hakka culture.  

Manage the subsidies for Hakka academic and cultural activities: The Council subsidized local governments, domestic non-governmental groups and public and private schools at every level which reached a total of 517 cases.

Manage “Artist-in-residence in Hakka settlement”: The Council invited director, Yang Li-chou, to film a documentary titled “Love Without Clutching, Leave Without Guilt” on Taiwan Romantic Route 3, which was shortlisted in the 2020 Taipei Golden Horse Film Festival as well as screened at Taipei Hsin Yi Vie Show Cinemas for two sessions on November 17 and 18, respectively; in addition, residents on Longtan’s Lingtan Street, where the film was shot, cultural figures, and members of Hakka associations were invited to attend the special movie screening events at Longtan Branch Taoyuan Public Library and Taipei Huashan Spot Theater on Dec. 15 and 20, 2020, respectively, to feel and experience the touching life stories of Hakka females.

The Council held a press conference with the screenwriter Chung Chiao and director Wang Wei-lien sharing the adaptation and the making process of the Hakka musical “Fan Tien-han and His Brothers” at National Concert Hall on August 27, 2020. Furthermore, the musical was played at Taipei’s Wellspring Theater on September 25 and 26, 2020 and at Tainan’s Benfeng E Warehouse on October 17 and 18, 2020.

The Council held the “2020 Taiwan Hakka Music Festival” in 5 counties/cities across Taiwan from December of 2020 through January of 2021. The marvelous event encompassed a series of performances, by way of illustration, traditional Hakka bayin music, pop, a cappella competition, and a chorus contest, which were intermingled with Hakka elements; the series of music activities displayed brand-new Hakka music features with diversity, and the related series of activities are as follows:

Section Seven: Guarantee the people on their right to access public services in Hakka, and construct environments for utilizing Hakka (Detailed information could be found in video 109-7)

Paragraph One: Promote the Hakka as the common language, construct Hakka-friendly environments, and allow Hakka to be spoken in public spheres.

In order to implement “Development of National Languages Act” and let Hakka become the common language in Hakka settlements, the Council actively provided public spaces including government agencies, schools, premises, hospitals and mass transportation etc. with guidance for constructing friendly environments for using Hakka. The Council approved 24 barrier-free environment programs for promoting the Hakka, subsidizing domestic public and private organizations and groups to provide Hakka services and popularize the use of Hakka in public spheres. Furthermore, the Council continued to foster and train Hakka interpreters to provide Hakka interpretation services in activities, for instance, orientations, seminars, conferences, cultural activities, parliamentary interpellation etc. to make speaking Hakka in public areas a part of daily life.

The Council conducted evaluations for the performance and efficiency of promoting Hakka as the common language in Hakka settlements. Through assessing if the percentage of the civil servants and teachers who serve in local governments and have Hakka certification accorded with the proportion of the Hakka population in these areas, and the current status of the promotion of the construction for Hakka-friendly environment, the Council guided local governments to carry out the policy of promoting the Hakka as the common language, strengthen the revival of Hakka, stimulate the passing down of Hakka culture and language, and put Hakka culture mainstreaming into practice. The Council bestowed awards to praise local governments with brilliant annual performance in Speaking Hakka Movements at National Dr. Sun Yat-sen Memorial Hall on July 20, 2020, and there were 6 counties/cities governments and thirty townships/cities/districts offices receiving the awards.

Paragraph Two: Dedicate to expand the depth and breadth of Hakka teaching, help Hakka acquire the status as the language of instruction, and make Hakka in active use.

In order to build an environment for utilizing Hakka as the main language, the council helped provide students with the Hakka-speaking environments, design curricula with interesting content to motivate students to learn Hakka; in addition, the Council organized the training courses for teachers to enhance their professional knowledge and abilities, let the teaching and learning Hakka develop gradually from language teaching to language of instruction. Moreover, the Council continued to carry out the Promotion and Implementation Program of Hakka Immersion Teaching in 2020, and the participants of the program included a total of nine municipalities and counties/cities, namely, New Taipei City, Taoyuan City, Hsinchu County, Miaoli County, Taichung City, Changhua County, Kaohsiung City, Pingtung County and Hualien County, 93 schools (inclusive of preschools), 229 classes and 4,971 students.

The Council provided guidance to establish the first Hakka experimental school in Taiwan, Ji-dong Elementary School in Meinong District of Kaohsiung City, which designs appropriate curricula based on Hakka culture according to Hakka children’s needs, helps students find the fondness and passion toward Hakka culture back through experimental educational curricula, makes students apply Hakka culture to daily life through wide and deep exploartion, and internalize coalesced cultural knowledge into cultural refinement and life experiences of their own.

Paragraph Three: Develop regional characteristic courses in elementary and high schools, empower, cultivate and recognize Hakka talents of younger generation according to their own traits, train and reserve interdisciplinary teachers for Hakka teaching, and enhance the capacity and energy of Hakka inheritance.

The Council enhanced the quality and quantity of courses and methods for Hakka learning, subsidizing elementary and high schools to combine Hakka teaching in their formal curriculums with real living situations in Hakka settlements, integrate interdisciplinary learning key points to develop the core competencies of students and implement the learning of Hakka. In 2020, a total of 12 municipalities and counties/cites, e.g., New Taipei City etc., and 52 schools participated in the implementation program for Hakka in 12-Year Basic Education Curricula. The Council encouraged schools to incorporate their formal curriculums with Hakka immersion learning, construct the bases of Hakka culture in modern life through interactive and practical learning methods, enhance the frequency of learning Hakka and culture for students and provide different ethnic groups with the opportunities to be familiar with Hakka culture.

On February 21, 2020, the Ministry of Education signed and promulgated the “Regulations for Hakka Teachers Cultivation, Qualification and Employment of Schools of Secondary, Elementary, and Preschools Education” together with the Council, and actively communicated with local governments to give priority to employing qualified teachers or preschool educators who passed through the Certification of Hakka Proficiency at upper-intermediate level so as to let educators with professional Hakka teaching abilities become formal teachers of schools in Hakka settlements, ensure Hakka teachers’ rights to teach and enhance the educational status of native language teachers.

Paragraph Four: Establish the Taiwanese Hakka corpus, perpetuate Hakka infrastructures through the collections, preservation and records and provide value-added applications and research development for promoting Hakka teaching.

The Council started to establish the Taiwanese Hakka corpus on 2017, undertook the digitization of the words and sounds segments, and constructed the first-ever indigenous language corpus in Taiwan to perpetually preserve Hakka culture and present the whole picture of Hakka. Until 2020, the Council has collected written and verbal language materials in various accents, by way of example, Sixian (including South Sixian), Hailu, Dapu, Raoping and Zhao-an etc. in which the written texts reached 5.6 million words and the spoken contents reached 240 thousand words, and also has completed word segmentation system, authoritative word control system and the prototypes of backstage management system of the corpus.

Paragraph Five: Roll out the measures for rewarding, accelerate the spread of Hakka in key development areas of Hakka culture, and encourage the civil servants and teachers to learn and use Hakka to implement Hakka Basic Act

The Council formulated and promulgated the “Regulations on Incentives for Promoting Hakka as the Language of Instruction” and the “Implementation Program of Empowerment for Promoting Hakka as the Language of Instruction” to motivate the educators to teach Hakka in schools and preschools, further enhance the quality of Hakka teaching, and improve the effectiveness of promoting Hakka. The Council bestowed awards upon the organizations with brilliant performances in promoting Hakka as the Language of Instruction on July 20, 2020, and a total 23 (pre)schools and 21 principals or teachers received the awards.

In compliance to the “Implementation Regulations on Promoting Hakka as the Common Language” and “Guidelines of the Efficiency Assessment and Rewarding for Promoting Hakka as the Common Language”, the Council encouraged the civil servants and teachers to learn and use Hakka through performance assessment and the rewarding mechanism.

Paragraph Six: Promote Hakka learning with various methods, make it easy for examinees to take tests to encourage the public to participate in the Certification of Hakka Proficiency.

Through courses, workshops and activities, for instance, Hakka Inheritance Mentors Program and parents learning Hakka together with their children, the Council promoted daily life Hakka learning as well as massively launched courses for the Certification of Hakka Proficiency to improve the Hakka proficiency of the public, the civil servants and teachers. Moreover, the Council provided local certification service for group registration in response to specific needs, as a result, the number of participants of the elementary level of Hakka certification surpassed 15,000 for three consecutive years, which signified that the Council successfully raised the visibility of Hakka. Additionally, the Council strived to encourage children to learn the Hakka in the critical period, provide the certification service on site, and facilitate children to take tests; in 2020, a total of 84 preschools and 4,236 children participated in the version 1.0 and 2.0 of Hakka certification for preschool children, among which 3,466 children passed the certification.

Section Eight: Ameliorate the channels and abilities for Hakka media communication and display the features and styles of Hakka culture. (Detailed information could be found in video 109-8, 109-9 and 109-10.)

Paragraph One: The Council subsidized the Hakka Public Communications Foundation to organize the production and broadcasting of the 24-hour program of Hakka radio, “Wild Geese Flying over the Taiwan Route 3, which won the 55th Golden Bell Awards. Furthermore, due to the severity of the COVID-19 pandemic on the early stage, the Council invited Hakka singers to record the Hakka song “Yes We Can” to convey positive energy for actively fighting the COVID-19 pandemic.

Paragraph Two: Commission Taiwan Public Television Service Foundation with the operation of Hakka television channels to produce and play Hakka programs with various Taiwanese Hakka accents and local cultures in Hakka settlements which were based on inheriting Hakka and culture, the programs, for instance, “Dear Orange,” signed up as submitted entries for domestic and overseas television and film festivals, and got nominated, shortlisted or recommended for totally forty-one times.

Paragraph Three: In order to stimulate the development of the industries and impel the regional revitalization in Hakka settlements, the Council produced and broadcasted the feature TV program for Hakka industries, “Return to My Hometown”, among which 66 stories of the Hakka industries were included to complete the publication of the monograph “Come Back to Have Fun: The Ones Who Settle Down in Hakka Villages”.

Paragraph Four: The Council completed various integrated marketing programs and the production projects for short TV or online films, by way of illustration, “The Stage 3 of the 2020 Tour de Taiwan”, “Experiencing Hakka with the Symphony, Meinong's  Scenic Trails”, Hakka broadcast programs on the Youtube channel of HAC--“Your Hakka theater”, “The introduction to Taiwanese Hakka”, “The animation for COVID-19 prevention”, “The 2020 Hakka Tung Blossom Festival”, “2020 Elementary Level Examination of Certification of Hakka Proficiency”, “Hakka mainstreaming in medium and low power radio stations at national level”, “Hakka settlements travel vouchers”, “Hakka paying tributes to the Indigenous”, “Hakka artistic works getting shortlisted in Golden Bell and Golden Melody Awards”, “Promotional short videos for Hakka prestige: Hush Little baby CEO ver. / Holding hands ver. / Civic movement ver.”, “OB Classical Inheritance Baseball Contest of Meiho Senior High School and Huaxing High School”, “The Hakka Restoration Movement in 2020”, “2020 Taiwan Hakka Music Festival”; with diverse creativity, the Council increased the understanding and fondness of people toward Hakka culture and related policies. Among the programs and promotional videos stated above, the Council endeavored to intermingle “The value of Hakka reputation enhancement” film series with issues, for instance, gender mainstreaming and the participation of civic movement etc. for the first time to break through the frame of tradition, ameliorate Hakka prestige comprehensively and highlight the modernity of Hakka as the language of speculation. Furthermore, maintaining utilizing "Hakka settlements 369: The Taiwan Romantic Route 3, Liudui, and the Provincial Highway 9" as the overall concept and following the completion of “Hakka Renaissance Episode One: The Taiwan Romantic Route 3” in 2018, the Council accomplished the program “Hakka Renaissance Episode Two: Beautiful Liudui” in 2020, and broadcasted it on international channels in Asia-Pacific region which covered 30 countries of Southeast and Northeast Asia and were exposed to 54.8 million TV subscribers.

Section Nine: Strengthening the orientation of Taiwanese Hakka Museum and Liudui Hakka Cultural Park, and consolidating the foundations of culture and local connections. (Detailed information could be found in video 109-11)

Paragraph One: Actively collect important relics and record literature documents, promote cultural heritage investigation and enrich the resources of physical and digital collections 

The Council completed the establishment of the physical collection mechanism, adding 349 objects into the existing collection in 2020, as a result, the number of the objects which have been preserved in the classical collection reached 869, as well as the amount of museum collection reached 14,381 (15,250 objects in total); furthermore, through the scientific methods, e.g., 3D scanning, the Council managed to conduct the research report of “Lai Hsiung-fei’s sword” and ranked the sword into the normal level of antiquities according to the provisional classification method of the museum temporarily.

Additionally, the Council displayed the related collection of the center with special exhibitions, by way of example, “The permanent exhibition, Thank You Hakka”, “Invite you to visit Iudui Hakka villages, follow me—Iudui Communities Special Exhibition”, “Sewing with Love—An Exhibition of the Aesthetics of Hakka Textiles and Clothing”, “Exhibition Features Hakka Forestry Industry Culture Meandering Around The Trails of Mountainous Region” and “Permanent Exhibition of Classic Collection”, and consequently, more than 360 objects have been exhibited; moreover, the Council conducted annual appreciation ceremony for collection objects in 2019 and exhibitions on donated possessions, combining Hakk literature with physical relics and the results of warehouse collection to ameliorate the preservation and applications of significant collection of Hakka literature and relics.

The Council also executed “The digital collection project for Hakka photo studio investigation and works of photographers-phase three”, “The digitization project for images compilation for documentary films of Hakka settlements by director Peng Chi-yuan”, and general surveys on cultural resources of Hsinchu’s Qionglin Township, Miaoli’s Tongluo and Sanyi Townships, Kaohsiung’s Jiasian and Shanlin Districts. HAC also undertook the exploration of Yi Wei Incident and its related narrative and objects and surveys on specific topics, e.g., the family history of Hsiao Family and Chiu Family in Liudui, conducting oral interviews with Hakka writers Tseng Kuei-hai and Huang Juan etc., and collected related important relics and documents which reached 2,400 pieces to enrich the digital collection resources.

Paragraph Two: Develop Hakka-themed and pre-exhibition research and applied the publications extensively, accumulate and activate the resources for exhibitions

The Council completed the manuscript writing of 11 Hakka village history including Fuxing Village in Dahu Township of Miaoli and the publication of 5 historical records of Taichung City’s Dongshi District, and Taitung County’s Guanshan and Chishang Townships; meanwhile, HAC also accomplished over one hundred audio and visual documentary collections, e.g., “Collection Project for Life Images of Normal People in Hakka Settlements” and “The Filming Project for the Life History of the Grand Elderly in Hsinchu Hakka settlements”, keeping enriching the digital classical collection of Hakka cultural heritage; completing pre-exhibition research projects of Hakka families and reclamation history, Taiwanese Hakka music and drama, Taiwanese Hakka Christianity, as well as the publication of Professor Burton Pasternak’ s translation works, the research program for comparisons between Minnan and Hakka villages, and the publication for the picture book about Hakka Earth God-- bagˋ gungˊ(Granduncle); furthermore, in collaboration with Fubon Culture & Educational Foundation, the Council managed the charity project of audio and visual content for children “Tell the stories together with artists” and cooperated with National Taiwan Library to organize the special library resources transformation and promotion projects for the people with disabilities “Experiencing and Reading Good Hakka: Understanding The secret of Liudui Game” to consolidate the foundations of Hakka culture.

The Council cooperated with National Archives Administration of National Development Council in two consecutive years and launched the special exhibition “Decoding Tan-Hsin Archives-the past of Hakka settlements” in January, 2020 and continued to display the exhibition at the exhibition hall of National Archives Administration of National Development Council from Jul. 2020.

Through various artistic performances and exhibitions to display the abundant styles of Hakka culture

Based on the various seasonal festivals of the year, including Lunar New Year, the birthday of Hakka Earth God, Mid-Autumn Festival and Autumn Harvest Festival etc., the Council rolled out interactive outdoor performances of “Big Lion Brother Family Puppet Troupe”; furthermore, the Council also held activities including “Little Lu Ban Carpenter Summer Camp”, “Internet Celebrity Summer Camp” and “Hide and Seek In the Moonlight: Real Escape Game” etc. at Taiwanese Hakka Museum to allow the public to understand Hakka culture.

Paragraph Four: Utilize the park and museum as the base for promoting Hakka culture, boost the benefits of local connections, dedicate to improve local inheritance of culture and build the environment for cultural education, actively foster volunteers to promote Hakka culture.

 (1) Liudui Hakka Cultural Park constructed ecomuseum with its unique cultural and natural landscape of the Liudui region, actively taking initiative to connect with local agencies; the Park propelled environmental education through practical operation and traditional cultural experiences, for instance, treading on the farmland (weeding) and physical collection (e.g. Tobacco Barn and the rooms for grinding rice), as well as promoting Hakka by holding various activities, for example, experiencing education of Hakka culture etc.; furthermore, the Park won the recognition and the High Distinction Award of the 7th National Environmental Education Award of agency category from Environmental Protection Agency, Executive Yuan in 2020.

(2) Taiwanese Hakka Museum acquired environmental education accreditation on Feb. 2017 and met the implementation criteria for training facilities by officers of Environmental Protection Agency, Executive Yuan in 2020 (the accreditation for facility space was extended for five years). Through the lesson plans and activities integrating environmental education with experiencing in person, the Museum provided diversified perspectives to promote the wisdom and concepts of local Hakka cultural life in Miaoli.

(3) In order to strengthen and enhance the overall voluntary service quality, the Council held a total of 28 training courses, organizing interactive activities for volunteer teams so as to increase the service energy; Taiwanese Hakka Museum conducted the sixth recruitment and training courses for volunteers, adding 31 volunteers in 2020, and expecting that the number of volunteers could reach 336 on 2021 to inject new energy into the Center; furthermore, the volunteers won two silver and bronze medals, respectively, of The Voluntary Service Awards from the Ministry of Health and Welfare, one of The 20th Voluntary Service Medals at level 3 from National Voluntary Services Association, twelve of Miaoli County Voluntary Service Award for excellence volunteers, and seven of Pingtung County Voluntary Service Awards etc., obtaining abundant and various awards to honor the agency.

Boost the benefits of interdisciplinary alliance and promote local culture

(1) Liudui Hakka Cultural Park:

The Liudui Hakka Cultural Park cooperated with the alliance of public sectors in Pingtung with regard to tourism management to organize connecting activities, for instance, “The Grand Museum Program” and “Pingtung Museum Family Assembly Activity”; furthermore, the Park also collaborated with local agencies, schools and 25 groups to manage short trips to Hakka settlements and experiencing activities of connecting Liudui eco-museums with Hakka settlements for 14 sessions; additionally, the Park also rolled out cultural and educational education courses which saw 849 participants, as well as educational promotion for 156 sessions with 6,064 participants in total.

(2) Taiwanese Hakka Museum:
In collaboration with 18 schools in counties/cities including New Taipei, Hsinchu, Miaoli and Taichung, the Museum held “2020 Hakka Carrying Shoulder Poles for Rites of Passage”; combining local small farmers, innovations and start-ups of youthful people, Taiwan Yuan-Li Handiwork Association, Hsinchu Science Park, Soil and Water Conservation Bureau, Council of Agriculture and National Science and Technology Museum etc. together to organize cultural experiencing events, road runs (with 1,500 participants), and regional connecting activities, e.g., special exhibitions for water conservation for 8 sessions etc.; the Museum also rolled out cultural and environmental courses for a total of 38 sessions attracting 849 participants, as well as educational promotion for 156 sessions which saw 6,064 participants.

3. Increase the service quality of the Museum and the Park and establish branding of the Museum and the Park

The Council beautified and refurbished the bridge of Taiwanese Hakka Museum and fortify the wooden trestle trails of the Liudui Hakka Cultural Park to provide visitors with higher quality recreational activities at leisure, and achieved the goals of energy saving and carbon reduction through policies on promoting green energy, as well as continuing to construct renewable energy facilities; by the efforts the Council made, the build capacity of renewable energy in 2020 has reached 381KW, and the power generation annually has amounted to 379 thousand kilowatt-hour. To sum up, the Council fully developed the effectiveness of green energy.

The Council collaborated with National Chiao Tung University to hold the proposal program for Liudui eco-museum research and operation mechanism in November 2020, inviting associate professor, Hironao Kawai, from National Museum of Ethnology to share the related experiences of Japanese eco-museums to enliven the studies and exchanges among Hakka scholars.

Paragraph Five: Expand research and collaborations among ethnical museums at home and abroad and develop new aspects of communication

The staff of the Center visited National Museum of Ethnology in February, 2020 with scholars from Nara University of Education and National Taiwan Normal University to conduct Hakka music phonogram research, inspecting and observing the shellac disks and digital audio files of the Columbia company during Japanese ruled period in Taiwan on-site, listening to the Hakka music at that time, by way of illustration, melodies mainly presented by percussion and wind instruments (bayin), tone of tea-picking, Guangdong opera, Traditional Pak-kuán music, Taiwanese opera, sirvente, sio-po-kua, farce, ditties etc. The Council hoped to maintain cooperating and communicating with National Museum of Ethnology in the future. 

In collaboration with Graduate Institute of Ethnomusicology of National Taiwan Normal University, the Council held the “Searching for Hakka Sounds: Reverberation as a Method” workshop, with eleven professional scholars presenting their research results; in response to the Covid-19 pandemic, the scholars attending this workshop overseas engaged in the discussion through conference calls, as a result, the attendees of the workshop successfully broke the limits of time and space to undertake academic communications. 

The members of the Council headed for Japan in August, 2019 to meet and conduct research interview with The Japan Hakka Tsung Tsin Association and Tsung Tsin Association of Kansai, recording the Xu Fu Festival in Wakayama Prefecture in which Japanese Hakka groups partake every year, and applied the relevant research results to “A Never-ending Stream: Taiwanese Hakka and Japan International Exhibition” starting from August, 2020.
