First Chapter: Introduction

Section One: The Council is the competent authority at central government level of Taiwan (R.O.C.) which is dedicated to Hakka affairs and has an absolute commitment to revitalize Hakka and culture. The administrative plans of 2019 are formulated in accordance with the Hakka policy proposals of President Tsai Ing-wen and Hakka Basic Act which is amended and implemented on January 31, 2018 for the purpose of rebuilding Hakka-based communities; actively take back the rights of historical interpretations from Hakka perspectives, construct Hakka historical memories shared by all the people; in addition, apply value-added cultural strategies to boost Hakka economy, and form organic connections among life, culture, ecology and industries; pursuant to the above principles, the Council endeavors to foster Hakka culture value, establish mainstream new models, create overall environments for cultivating Hakka abilities, ensure the sustainable development of Hakka and culture; activate local industries through the accumulation of art and literature energy; create tourist highlights in Hakka settlements across Taiwan; utilize new media vehicles such as internet and digital mobiles to enliven Hakka communication and enhance spillover effects; meanwhile, actively seek international exchange opportunities and display various features and styles of Taiwanese cultural refinement to move into the new Hakka epoch.

Section Two: The Council formulated the administrative plans of 2019 in compliance with  the policy objectives for 2019 of Executive Yuan along with the medium-term administrative plans and approved budget level, and aimed at the changes in economic and social conditions and the needs for the future development of the Council, the goals of the plans are as follows:

Paragraph One: Establishing the promoting mechanism for the Hakka and constructing Hakka-language-friendly living environments.

Paragraph Two: Fostering new Hakka cultural value and creating mainstream culture.

Paragraph Three: Promoting regional revitalization and boosting the development of tourism to stimulate the economy in Hakka settlements.

Paragraph Four: Building the downshifting demonstration site in Hakka villages and gradually improving its developments in Hakka settlements all over Taiwan.

Paragraph five: Enhancing the quality of Hakka communication and conveying local energy of Hakka settlements.

Paragraph Six: Promoting Hakka indigenous knowledge at national level and integrating and amplifying Hakka academic energy.

Paragraph Seven: Promoting the cultural exchange between Taiwan’s Hakka Youth and international communities and propelling the establishment of global Hakka organizations.

Paragraph Eight: Strengthening the orientation of Taiwanese Hakka Museum in northern Taiwan and Liudui Hakka Cultural Park in the south and consolidating the foundations of culture and local connections.

Section Three: In order to be careful and discreet, HAC Deputy Minister Fan Tso-ming called a review conference on February 26, 2020 to examine the results of the execution of various objectives one by one so as to determine the content of the Administrative Performance Report.

Section Two: Descriptions of the Trends in Budget and Final Account

Paragraph One: The part of budget:

1. There is a decline of NT$39 million in 2016 than 2015 mainly resulted from the reduction of funds for social development programs such as innovative development programs for Hakka characteristic industries and infrastructures programs, etc.

2. There is an increase of NT$254.84 million in 2017 than 2016 mainly due to the addition of social development programs such as Hakka Cultivation Programs and the special budget of Forward-Looking Infrastructures Programs such as the funds for the Taiwan Romantic Route 3 project, etc.

3. There is an increase of NT$427.8 million in 2018 than 2017 chiefly due to the addition of social development programs such as Hakka Communication Marketing Programs and the special budget of Forward-Looking Infrastructures Programs such as the funds for the Taiwan Romantic Route 3 project, etc.

4. There is an increase of NT$490.61 million in 2019 than 2018 primarily resulted from the addition of social development programs such as Hakka Communication Marketing Programs and the special budget of Forward-Looking Infrastructures Programs such as the funds for the Taiwan Romantic Route 3 project, etc.

Paragraph Two: The part of final accounts:

1. The budget implementation efficiency in 2016 is 98.28 percent, and there is a surplus of NT$43.85 million when the budget compared to the final account which is principally because of austerity in expenses and the differences between the budgets and the actual prices of the bids.

2. The budget implementation efficiency in 2017 is 98. 69 percent, and there is a surplus of NT$36.87 million when the budget compared to the final account, which is mostly resulted from austerity, the unused recruiting budget and the differences between the budgets and the actual prices of the bids.

3. The budget implementation efficiency in 2018 is 97.8 percent, and there is a surplus of NT$70.96 million when the budget compared to the final account, which is chiefly because of austerity and the differences between the budgets and the actual prices of the bids.

4. The budget implementation efficiency in Year 2019 is 99.2 percent, and there is a surplus of NT$31.15 million when the budget compared to the final account, which is mostly because of austerity and the differences between the budgets and the actual prices of the bids.

Chapter Three: The achievements of the promotion

Section one: Establish the promoting mechanism and construct Hakka-language-friendly living environments. (Detailed information could be found in videos 108-1 and 108-2)

Paragraph one: Encourage the general public to participate in the Certification of Hakka Proficiency. The number of the participants reached an unprecedented level.

1. The Council endeavors to promote Hakka learning with various methods, encourage the public to participate in the Certification of Hakka Proficiency, and provide local certification service for group registration in response to specific needs. The numbers of registrations for Certification of Hakka Proficiency at elementary level broke the records for two years in a row, and there were more than 15,000 registrations in both years, an indication that the Council successfully raised the Hakka awareness.

2. The Council strives to encourage children to learn the Hakka in the critical period, provide the certification service on site according to the public opinions, and facilitate children to take tests; the number of participants of Hakka certification for preschool children surpassed 10,000 for two consecutive years; the total number of participants in Year 2019 reached 12,416.

3. In order to encourage the Hakka to be spoken in households, arouse family members’ motivations to learn the Hakka together, further pass on Hakka culture and enhance the sense of confidence when people use the Hakka, and develop the learning environments of daily Hakka, the Council held the award ceremonies on recognition of the families of Hakka in 2019 to provide the incentives for passing down Hakka in families. The award ceremonies were held in northern, central, eastern and southern Taiwan, and 834 families out of the total 1,292 qualified households attended the ceremonies (221 in the north, 333 in central Taiwan, 69 in the east, and 211 families in the south).

Paragraph Two: Promote the Hakka as the language of instruction, and substantially increase the ratio of Hakka education in schools

1. Families are the first and also the most important environment for learning a language. The current related research indicates that mother tongue immersion teaching is considered as the most effective teaching approach for reviving a mother language; through building an environment for utilizing the Hakka as the main language, the Council could help provide students with the Hakka-speaking environments and enhance the exposure frequencies to the Hakka between teachers and students. In order to improve the effectiveness, the Council announced the Promotion and Implementation Program of Hakka Immersion Teaching together with Ministry of Education on May 20, 2019, for providing the opportunities among teachers, students and peers to employ the Hakka as a daily communication language. In 2019, the numbers of participants increasingly grew to a total of 11 counties/cities, 89 schools, 202 classes, and 4,463 students in the program; compared to 81 schools, 171 classes and 3,713 students that took part in the program in 2018, there is an increase of 8 schools, 31 classes and 750 students, and they gradually made Hakka the language of daily life through the natural acquisition approach.

2. Furthermore, in compliance with the goals of Hakka in 12-Year Basic Education Curricula to consolidate the Hakka education foundations, the Council encouraged schools to incorporate  their formal curriculums with Hakka immersion learning, and through interactive and practical learning methods, to construct the bases of Hakka culture in modern life. In 2019, the Council further subsidized the program, as a result, another 12 counties/cities, 65 schools and 433 classes of students participated in the program; compared to 11 counties/cities, 52 schools and 291 classes that took part in the program in 2018, the rate of growth is nearly 50 percent, it meant that the Council successfully enhanced the frequency of learning Hakka and culture for students and provided different ethnic groups with the opportunities to be familiar with Hakka culture.

3.  The Council provided guidance for Ji-dong elementary school in Meinong District of Kaohsiung City to establish the first Hakka experimental school in Taiwan, which designs appropriate curricula based on Hakka culture according to Hakka children’s needs, helps students find the fondness and passion toward Hakka culture back through experimental educational curricula, makes students apply Hakka culture to daily life, widely dabble and deeply explore, and internalize coalesced cultural knowledge into cultural refinement and life experiences of their own, and allows Ji-dong students to highly identify with Hakka culture and associate with the society, further connect with the world through Hakka network to display the global mobility of Hakka people. There was a total of new enrollment of 21 students of Ji-dong Elementary School in 2019, which accounts for more than one fourth of the total number of students.

Paragraph Three: Create environments for using Hakka, and ensure the rights of speaking Hakka for the people

In order to create the environments for using Hakka, make Hakka the common language in Hakka inhabited areas, and extensively use it in daily life, the Council formulated Regulations on Implementations of Making Hakka the Common Language pursuant to Hakka Basic Act, and endeavored to help governmental agencies, private enterprises and groups, according to the regulations stated above, construct friendly environments for speaking Hakka together, and foster the popularization of Hakka service; in addition, train skilled interpreters of Hakka to Mandarin Chinese, Hakka to English, Hakka to Japanese, and Hakka to Taiwanese Hokkien, so as to enhance the accessibility of Hakka in various professional fields. The Council furthermore set a precedent by cooperating with the Miaoli County Council and government on inquiring and answering in Hakka at the council chamber, enabling the Hakka to be spoken in the public realm so as to enhance the sense of honor when using the Hakka.

Paragraph Four: Design the blueprint for the cultivation of Hakka teachers under the inter-ministerial collaboration

Pursuant to the regulations of article 12 of Hakka Basic Act, the Council formulated and promulgated the Regulations for Hakka Teachers Cultivation Qualification and Employment of Schools of Secondary, Elementary, and Preschools Education with the Ministry of Education, fought for the rights of Hakka teachers, and actively communicated with local governments (such as Taoyuan, Hsinchu, and Miaoli) to give priority to employing qualified teachers or preschool educators who passed through the Certification of Hakka Proficiency at upper-intermediate level so as to ensure Hakka teachers’ rights to teach and enhance the educational status of native language teachers.

Paragraph Five: Establish Hakka infrastructure

In order to perpetually preserve Hakka culture and present the whole picture of Hakka, the Council started to establish the Taiwanese Hakka corpus on 2017, undertook the digitization of  the words and sound segments, and constructed the first-ever indigenous language corpus in Taiwan, so far the Council has collected written and verbal language materials in various accents, including Sixian (including South Sixian), Hailu, Dapu, Raoping and Zhao-an in which the written texts reached five million words and the spoken contents reached 100 thousand words, and the Council has accelerated the artificial intelligence technology development of Hakka, and devised new era blueprint for passing down Hakka.

Section Two: Innovate upon Hakka cultural value, and create brand-new mainstream culture (Detailed information could be found in videos 108-3, 108-4, 108-5 and 108-6)

Paragraph One: Promote Hakka culture and arts, and display various styles and features of Hakka culture

1. The Council managed the subsidies for Hakka academic and cultural activities: subsidize local governments, domestic non-governmental groups and public and private schools at every level which reached a total of 626 cases; conduct “2019 Inspection Programs for Promoting Hakka Academic and Cultural Activities” for 150 times to survey the status of subsidized organizations.

2. The Council hosted Hakka Aesthetics Exhibition 2019, presenting the exhibition from the historical perspective. A variety of creations encompassing different genres, including oil painting, watercolor, Eastern Gouache, Chinese ink painting, sculptures, ceramics, prints, mixed media and digital multiple media, by contemporary outstanding Hakka artists were comprehensively collected.

A total of 112 Hakka artists across Taiwan were invited to show their art pieces. Over 150 artworks were on display. The exhibition took place at Taipei’s Chiang Kai-shek Memorial Hall, Miaoli’s Taiwan Hakka Museum, and Pingtung’s Liudui Hakka Cultural Park from May 17 through July 3, 2019.

3. The Council held Return HometownMeinong Tseng Wen-chung Art Exhibition. Master Tseng Wen-chung presented paintings of three features: Meinong old streets, Meinong River and rural scenery, which recorded strong feelings and historic traces in different times for and in his hometown, Meinong. This exhibition put a total of 47 artworks of oil and watercolor paintings on display at Bo-ai Gallery of National Dr. Sun Yat-sen Memorial Hall in Taipei from July 13 to August 7, 2019.

4. The Council hosted the “Exhibition of Photographs Highlighting the Romance of Northern Taiwan's Hakka Villages,” inviting 22 domestic and overseas photographers, inclusive of Hakka leading figure Yeh Tsai and Liang Kuo-lung, as well as international photographers Hervé Bernard and Martial Verdier from France, Jae Hyuk Oh from South Korea, Toshiyuki Kumagai from Japan, Kim Teoh and Hong-Sang Woo from Malaysia, Agatha Bunanta from Indonesia, Wei Fu from Thailand, Carl Tsang from Hong Kong and Heng-Sun Kok from Macau, among whom Hervé Bernard is a notable photographer and short film director and has earned recognition from international film festivals. These photographers made the freshest interpretations with their exquisite angle of vision in 28 counties, townships and cities of Taoyuan, Hsinchu, Miaoli and Taichung. They captured bountiful images of Hakka humanities and cultures, from the history traces Hakka ancestors left, wisdom for farming, performing arts and crafts of intangible cultural heritage, to daily life of Hakka people. The Council carefully selected 150 works and displayed them at the 228 Peace Memorial Park in Taipei on December 26, 2019.

Paragraph Two: Cultivating Hakka art groups, innovating in the development of Hakka art and culture and fostering Hakka cultural vitality.

1. The Council offered the art groups with the counseling service for the growth and development programs, subsidizing forty-eight art groups to foster the abilities of performance, nurture Hakka art talents, and provided performing platforms.

2. The Council conducted the tour of the Hakka opera, “Lin Zhan-mei”, performed by Rom Shing Hakka Opera Troupe in eight counties/cities including Miaoli, Tainan, New Taipei, Taitung, Taoyuan, Hsinchu, Taichung and Kaohsiung from July 13 to October 18, 2019.

3. The Council organized Hakka musical “The Spring of Lan Caixia”, adapted from the literary work with the same title by Li Qiao, presenting the reincarnation of the 1960s and 1970s Taiwan. Furthermore, the musical was unprecedented to employ various mother tongues including Hakka, Hokkien, Mandarin, sign, and indigenous languages, and the theatrical performance was integrated with modern advanced technology and stage arts to enable the audience to enter the literary world constructed by Li Qiao. The musical respectively played at Miaobei Art Center in Miaoli County on November 9, 2019 and at Chih-Te Hall of Cultural Bureau in Kaohsiung City on December 21, 2019. The number of audience reached about 2,100. The work reflected the lives of underprivileged people who suffer painful abuse while battling against their dreadful fate.

4. The Council held the “Literary Musical: Imaging a Poetic Space”, which is mainly modeled on Dr. Tseng Kuei-hai’s poetry. Furthermore, through music, dance and multimedia, the musical reinterpreted Dr. Tseng’s poetry and displayed the beauty of Hakka poems and the affections toward the land of Taiwan. The theater performance, co-produced by the Council and the Neo-classical Chamber Ensemble, took place at National Concert Hall in Taipei on January 5 and 6, 2019 and at National Kaohsiung Center for the Arts (Weiwuying) on September 21, 2019. The number of the show-goers is about 4,960.

5. The Council held the Hakka musical “Zhuge Shiro”, which is adapted from Taiwanese caricaturist Yeh Hung-chia’s work and performed by Paper Windmill Theatre; the show was incorporated with multi-media animations, magnificent songs and dances, martial arts movements, exciting storylines along with interactions between the actors and the audience, as a result, it is a Hakka musical suitable for audience of all ages. The musical was performed respectively on April 6, July 20, October 10, and November 29, 2019 at Meinong Junior High School in Kaohsiung City, Miaoli Arena, Chung-cheng Elementary School in Changhua County, and Hsinchu Confucius Temple. The number of audience members is about 13,400.

Paragraph Three: Conducting cross-field Hakka cultural events and increasing the visibility of Hakka culture.

1. The Council held the activities for “2019 The Hakka Tung Blossom Festival” themed concerts, inclusive of “Hearing the Sounds of Tung Blossoms Concert” on April 20 at Taiwan Hakka museum and “Treading on Snow in April Concert” on April 27 at the Ancestral Hall of the Lin Family in Zhubei City, and invited domestic and overseas tourists to appreciate tung blossoms and enjoy Hakka music festival together. The number of the concert-goers is about 2,500.

2. The Council held “The 2019 Liudui Games.” The opening ceremony was held at Neipu Junior High School in Pingtung County on March 16, 2019, and 286 teams registered in the games of the year; various sports games, fun races, evening party of art and culture and the closing ceremony took place on March 16 and 17. The number of participants in the sports meeting is about 25,100.

3. This council held the Hakka Folksong Contest for the first time, enhanced the internal cohesion among Hakka people through club wrap-up presentations, and encouraged the clubs and the elders that devoted time and efforts to Hakka folk songs for a long time to interact across regions with one another and stand on the stage together, so this council dealt with four contests from October 26 to November 24, 2019 in the southern, northern, central and eastern districts of Taiwan with about 6,541 contestants of 332 teams.

4. The Council organized the Hakka end-of-winter opera across Taiwan from October 6 to December 22, 2019, subsidizing 12 townships (cities/districts) and 9 opera troupes. The number of the audience members is about 10,100.

5. The Council held the “2019 Taiwan Hakka Music Festival” on November 30, 2019 in 5 counties/cities across Taiwan. The one-month event encompassed a series of performances, traditional Hakka bayin music, pop, jazz, symphony, a cappella competition, and a chorus contest, which were intermingled with Hakka elements; the series of music activities displayed brand-new Hakka music features with diversity, and the related series of activities are as follows:

Paragraph Four: Providing counsel for Hakka local festivals; facilitating the perpetual development of Hakka culture

The Council held the 12 major Hakka festivals in 2019. Thirteen iconic Hakka festivals were selected by HAC from 10 counties/cities including Taoyuan, Hsinchu, Miaoli, Taichung, Nantou, Yunlin, Kaohsiung, Pingtung, Taitung and Hualien, and the websites for an overall promotion of Hakka festivals were constructed.

Section Three: Promote the regional revitalization, stimulate the development of tourism, and accelerate the economic prosperity in Hakka settlements (Detailed information could be found in videos 108-7 and 108-8)

Paragraph One: Reviving the crafts, activate the local communities and encouraging young people to return to their hometown. The Council established the inheriting mechanism of Hakka crafts through the input of resources, and injected new energy into traditional crafts and facilitated the revival of Hakka crafts by selecting 8 types of Hakka crafts; furthermore, HAC promoted the program of designing the cultural maps and village logos by 21 local teams of Hakka settlements on Taiwan Romantic Route 3 to embody the spirit of “regional revitalization”.

Paragraph Two: Undertaking cultural and natural landscape translation marketing and boosting local economy. The Council hosted the Romantic Route 3 Arts Festival in collaboration with Taoyuan City, Hsinchu County, Miaoli County and Taichung City to display the cultural splendor and the magnificent scenery through the forms of artistic performances or exhibitions and to translate the beauty of Hakka culture and settlements via design and art. The series of activities attracted more than 500,000 visitors to the festival, and created economic output value which amounted to NT$ one billion.

Paragraph Three: Employing cultural value-added strategies and fostering overall developments. The Council helped to deal with concessional loans and promoted advisory group mechanism for regional revitalization. HAC has already arranged counseling visits, provided advice and introduced other related resources to 35 enterprises, assisting a total of 70 Hakka business sectors in continuously operating in Hakka settlements; furthermore, HAC provided guidance and related resources for 27 Hakka industries and groups, and the aspects of counseling included the production and marketing of local agricultural products, the holding of cultural and arts events, tourism marketing, long-term care in remote regions and the packaging of specialty products.

Paragraph Four: Promoting international tourism; innovating in the mode of travel.

1. Expand international tourists base. The Council promoted top ten Hakka villages and eight tourist attractions, with the collaboration between Japanese travel agencies and domestic contact travel agencies to develop new travel itineraries of Hakka villages on the Taiwan Romantic Route 3. HAC also promoted the “Mini Tour & FIT Independent Travel” program with travel agencies; furthermore, in order to expand the tourism market for the New Southbound policy, the Council invited travel agencies and media from Singapore and Malaysia to publicized Hakka delicacies, historical sites, tourist destinations, guesthouse and farm experiences, and collaborated with the most famous and largest three themed amusement parks on the Taiwan Romantic Route 3 to form a cross-industry alliance to increase the number of visitors from South Eastern Asian countries for the Hakka tourism.

2. Facilitate international Hakka tourism marketing. The Council held the Stage 3 of the 2019 Tour de Taiwan to increase the international visibility of Taiwan Romantic Route 3 through international broadcast media in 20 languages, including international sports channels such as FOX Sports and Euro Sports.

3. The Council held the Hakka specialties selection for the overseas tourists who visit Taiwan in order to evaluate the values, features, designs and quality of products and explore charming souvenirs of the Taiwan Romantic Route 3 from the foreigner viewpoints, aiming to develop Hakka industries, revitalize local brands and achieve the goals of tourism marketing.

The Council attended domestic exhibitions such as “Taichung International Travel Fair 2019”, “Kaohsiung International Travel Fair 2019”, “Taiwan Culinary Exhibition”, and overseas exhibitions including “Hong Kong International Travel Expo”, “NATAS Holidays 2019” and “Japan Travel Expo” so as to publicize the beauty of Hakka settlements.

Paragraph One:  Cultivating talents of Hakka industries in various aspects.

1. The Council held the e-commerce lecture tour of “Hakka Souvenir Street” so as to strengthen the integrating and marketing abilities for online and offline e-commerce of Hakka characteristic products industries, and undertook e-commerce business models and social media marketing curricula in the key development areas of Hakka culture.

2. HAC rolled out the “Promotional Program for the Cultivation of Talents and Value-added Innovation in Featured Industries.” The Council helped to conduct the training of docents, cultivate the talents with regard to Hakka traditional cuisine and indigo dyeing to introduce creative minds of young people to Hakka industries.

3. The Council launched the advisory program for Hakka regional revitalization to boost the development of related industries for regional revitalization in Hakka settlements and help Hakka industries gain new momentum through expert conferences, counseling on site and related work.

The Council provided local governments with counseling on space preservation, development and reuse in Hakka settlements, implemented the policies for key development areas of Hakka culture, approved and subsidized space preservation and reuse programs for Hakka settlements such as “Literature Landscape Environment Shaping Program for Mother of Hakka Literature- Chung Chao-cheng on the Taiwan Romantic Route 3 in Taoyuan”.

Paragraph three: Providing assistance in constructing living environments for Hakka culture.

The Council encouraged local governments to actively propose and launch the programs for constructing living environments for Hakka culture, and collaborated with related professional workers to promote the programs, and subsidized “Environmental Renovation Construction for the Main Routes of National Natural Trails on the Taiwan Romantic Route 3 in Taoyuan City” and “Lunping Landscape Cultural Park - Hakka Crafts Settlements.” Furthermore, in order to highlight the symbiosis developments in local communities, the Council promoted the related strategies and operation methods for regional activation, conducted seven sectionalized workshops and observing and sharing sessions to develop and connect the cognition for the development of Hakka cities and countries, and learnt the features of local industries and the displaying and shaping methods of cultural heritage through the understanding for various activation forms of different areas in the hope that the local operation and activation could perpetuate.

Paragraph Four: Providing counsel for the activation and management of Hakka cultural facilities.

The Council provided assistance in the related art and cultural events, cultural relic exhibitions, workshops, and operation and management affairs for the activation and management of Hakka cultural facilities; approved and subsidized the Hakka Cultural Festival in Chiayi County, the program for reviving and promoting the Taoyuan City Hakka Culture Park, and the program for the activation and management of Hsinwawu Hakka Culture Conservation Area in Hsinchu County to integrate local cultural and industries premises with private resources including communities and enterprises to achieve diversified management, enhance people’s intentions to visit, and boost the development of local culture and industries.

Section Five: Enhance the quality and quantities of Hakka communication; pass on local energy of Hakka settlements. (Detailed information could be found in video 108-10, 108-11, 108-12, and 108-13)

Paragraph One: Although Hakka Radio has been broadcasting since 2017, it continues to make progress and construct facilities. In 2019, Hakka Radio not only persisted in maintaining and operating the making and playing of Hakka radio programs, collecting the opinions of audience, adjusting and improving programs and conducting talents training, but also enlarged the scope of service area to ninety percent of Taiwan from January. Furthermore, in response to the needs of Hakka settlements which are close to mountains area, Hakka Radio conducted the gap fillers construction project of phase three after taking Wireless Field Strength Test on site. So far, there have been ten launch stations in Taiwan, and the achievement not only expanded the service areas but also maintained the signal quality. In addition, Hakka program hostess Chen Ming-chu, won Education and Culture Programs Host(ess) Award of the 54th Golden Bell Awards, and that was the first Golden Bell Award for the Hakka Radio.

Paragraph Two: In order to implement the establishment of exclusive channels for Hakka Radio and the utilization of diverse communication media, ensure the right of communication of Hakka people, publicize Hakka media, and set up the foundation for perpetual development of Hakka communication, the Council promoted the establishment of Hakka Public Communications Foundation and undertook the processes of the formation of the selection committee for the board of directors and supervisors to elect for the chairman of the board of directors and general manager, and the Foundation became the first organization of governmental agencies after the enforcement of Foundations Act; meanwhile, this is the first time for HAC to establish a foundation, as a result, there was no precedents to follow, moreover, the policy would have far-reaching impacts and involve many aspects of life; still under the circumstances of manpower shortage, the Council conducted the communications with all sectors of the society, incorporated and integrated the opinions of various ministries and councils, and finally managed to complete the establishment of the foundation.

Paragraph Three: The Council produced promotional videos, including “The 54th Liudui Games,” “The 2019 Hakka Tung Blossom Festival”, “2019 Elementary Level Examination of Certification of Hakka Proficiency”, Hakka musical “1895 Burning Villages: The Final Choice”, “Brief Introduction to The Taiwan Romantic Route 3 - Spanish version”, “The Romantic Route 3 Art Festival”, “Travel in Autumn and Winter in Hakka Settlements”, Hakka musical “The Spring of Lan Caixia in Kaohsiung”, “2019 Taiwan Hakka Music Festival”, “Miaoli Railway Museum”, “Hakka 369 settlements”; with diverse creativity, HAC enhanced the understanding and fondness of people toward Hakka cultural activities and related policies. Furthermore, the Council utilized the idea of the national project "Hakka settlements 369: The Taiwan Romantic Route 3, Liudui, and the Provincial Highway 9" as the overall concept to produce the TV program “Hakka Renaissance Episode One: The Taiwan Romantic Route 3” in 2018; in addition, the program was played in the international flights of Eva Air, and the routes of the international flights included Europe, North America, Asia, and Oceania, over 60 cities in total from April to June in 2019, and that enabled more international tourists and Hakka people to experience the beauty of the Taiwan Romantic Route 3.  This TV program was shortlisted for the Best Lifestyle Program in Taiwan by the Asian Academy Creative Awards of Singapore on October in 2019, and the fact indicated that it was well received by people all over the world.

Section Six: Promoting Hakka indigenous knowledge at national level and integrating and amplifying Hakka academic energy. (Detailed information could be found in video 108-14.)

Paragraph One: In order to deeply consolidate the foundation and facilitate the development of Hakka knowledge mechanism, the Council launched “the Development and Research Program for Hakka Knowledge Mechanism” in 2019 which was executed in the form of competition in the phase of soliciting programs and combined with HAC’s administrative objectives, encouraged academic and research organizations to propose interdisciplinary integrated programs, and promoted research topics with value-added applications through the guidance of the Council’s policies. In 2019, the programs subsidized by HAC included “Analysis and Comparisons of Different Times and Space for the Economic Development of Hakka Settlements Industries in Taoyuan, Hsinchu, and Miaoli”, “The Hakka Learning Mechanism Construction and the Applications of AI for the Vegetation Knowledge”, “Construction of the Ethnic Group-based Internet Governance Frameworks: People, Organizations and Communities” , “The Ethnic Relationships of the Hepo Hakka Region in the South of Malay Peninsula”, “The Features and Changes of Culture, Society, Politics and Economy of the Hakka Region in Eastern Taiwan: Take Four Townships/Cities of Hualien on the Provincial Highway 9 as the Example”,  “Reconstructing the Hakka: Contemporary Changes of Social Space in Hakka Settlements of the Metropolitan areas in Taiwan’s Hsinchu and Miaoli”, and “The Construction of Zhao’an Hakka Cultural Hall in Yunlin County (Two)”; furthermore, HAC subsidized 55 individual research programs, gathering history and culture workers from academic, research and private organizations together to conduct local culture and humanity research and surveys on site, foster the base of indigenous cultural knowledge, promote interdisciplinary knowledge applications and overseas Hakka research, and amplify Hakka academic energy.

Paragraph Two: Through the integration of the resources of domestic Hakka colleges and departments, the Council assisted to facilitate the academia to form the “Taiwan Consortium of Global Hakka Studies”. HAC subsidized National Chiao Tung University for integrating 11 academic institutions of totally 7 countries, including Hakka Academic Development Commission of HAC, National Central University, National United University, National Kaohsiung Normal University, University of Hyogo in Japan, Petra Christian University in Indonesia, University of Malaya in Malaysia, National University of Singapore, Mahidol University in Thailand, and San Francisco State University in the USA; the Council invited the representatives from those countries stated above to sign the Memorandum of Understanding for Consortium of Global Hakka Studies on December 10, 2019 to establish the communication network of international researchers, open up the opportunities for multilateral cooperation in the future, activate the communication among international scholars of Hakka research, and set the execution department, Secretariat of the Consortium, in Taiwan.

Paragraph Three: In order to cultivate the research talents of Hakka knowledge mechanism, and encourage PhD students to concentrate on the research in the Hakka field and positively complete their studies, the Council provided PhD students with full-time scholarships through a pilot project so as to cultivate the Hakka experts of the next generation by supporting and assisting PhD students in focusing on the research.

Section Seven: Promote the international exchange between the Taiwan’s Hakka youth and the international community and facilitate the establishment of international Hakka organizations. (Detailed information could be found in video 108-15)

Paragraph One: Holding global Hakka conferences and overseas Hakka cultural promotion activities. The Council collaborated with the Oceania Hakka Federation to hold “The 2019 Global Hakka Cultural Meeting and Taiwanese Hakka Convention” in Brisbane, Australia, which gathered about six hundred participants from fifteen countries. One of the highlights of the conference is that around 135 Hakka youths actively participated in the events, for example,  Hakka young people at home and abroad held a joint exhibition on Taiwan’s farm products on site to promote Hakka settlements industries; the members of “Hakka Youth International Affairs Mission” assisted the conference in receiving attendees, guiding and preparing for the dinner party show; Rom Shing Hakka Opera Troupe’s wonderful performance at the Golden Coast received more than 1,000 audience’s thunderous applause.

Paragraph Two: Holding the Hakka Cuisine Touring Workshop; Assisting Hakka groups abroad to participate in activities. The Hakka Association of Houston cooperated with one of the biggest museums in America – Museum of Fine Arts, Houston to handle the “Hakka Cuisine Touring Workshop” in 2019, combining Hakka cuisine with art to raise the global profile of Taiwanese Hakka culture. HAC brought the Hakka Cuisine Touring Workshop to Auckland of New Zealand and Brisbane of Australia of Oceania in August; Japan, Malaysia and Thailand of Asia in September. Members of the workshop visited Matipo Primary Elementary School for the first time and taught school children to make Hakka cuisine. In addition, it was also the first time for the Council to collaborate with Evergreen Hotels to complete the technology transfer of Hakka cuisine in Bangkok, Thailand and to spread Hakka culinary traditions overseas. The workshop stated above also earned recognition for Taiwanese splendid culture, facilitated the promotion of our nation’s culture toward mainstream artists, and utilized the soft power well to go into the mainstream culture.

Paragraph Three: Promote the program for the international exchange and collaboration between Hakka settlements in Taiwan and in Southeastern Asian countries. The Council subsidized three groups in 2019 to visit Hakka settlements in different nations such as Singkawang, Surabaya and Kota Malang in Indonesia and Hat Yai in Thailand to deepen the national diplomacy between Hakka people in Taiwan and in Southeast Asia, creating more opportunities for Hakka culture to shine in the world.

Paragraph Four: Promoting international organizations and attending international conferences. The South Africa Taiwanese Hakka Association and other Hakka organizations held the launch of African Taiwanese Hakka Federation on March in 2019; furthermore, the Council attended International Association of Language Centres (IALC) Annual Conference and Review of Canada Bilingual Policy on June, Deputy Minister Yiong Con-ziin delivered a keynote speech on the topic of Hakka revitalization in the Hakka and was highly recognized by all the attendees. HAC cooperated with the Oceanian Hakka Federation to hold the 2019 Global Hakka Cultural Meeting and Taiwanese Hakka Convention in August and presented the reports on related issues. Paragraph Five: Handling Taiwanese and global Hakka’s public participations and cultural exchanges among international Hakka settlements. The Council helped a total of 126 Taiwanese Hakka youths to participate in international cooperation and communication. HAC selected thirteen excellent Hakka youths to form the Hakka Youth International Affairs Mission to visit New Zealand and Australia in Oceania in August for the international exchanges and volunteer service, and as a result, the related experiences effectively enhanced their ethnic identity and expanded their global visions. The Council held the Global Hakka Networking Camp in October, gathering a total of forty-five domestic and overseas Hakka youths aged under 30 years old from America, Korea, Malaysia, Indonesia, Thailand and Taiwan to foster these young people’s self-exploring and understanding of Hakka origins and cultivate Hakka youths to become the talents for international affairs through a series of activities arranged by HAC, including visiting sectors of arts, culture, and technology industries.

Section Eight: Strengthening the orientation of northern museum (Taiwanese Hakka Museum) and southern Park (Liudui Hakka Cultural Park), and consolidating the foundations of culture and local connections. (Detailed information could be found in video 108-16, 108-17)

Paragraph One: Promoting cultural survey and collection in Hakka settlements and increasing the storage of Hakka cultural collection.

1. Promoting Hakka cultural resources investigations, researches on related topics and the records of village history, and consolidating the academic foundations of Hakka culture.

(1) The Council helped to conduct overseas and domestic research projects on Hakka cultural heritage in Malaysia, Hsinchu’s Qionglin Township, Miaoli’s Sanyi Township and Tongluo Township, Kaohsiung’s Jiasian District and Shanlin District. HAC also undertook the exploration of 1895 Yi Wei Incident and its related narrative and objects and cultural heritage surveys on specific topics, conducted oral history interviews with Hakka writers Li Qiao and Chung Chao-cheng, and collected related important relics and documents to enrich the collection resources.

(2) This council conducted “Village History Composition Project” of northern, central, southern and eastern districts etc. for a total of twenty-two Hakka communities nationwide; furthermore, this council also undertook “The Collection Project for Hakka Folks Living Images”, which disposed of the digitalizing and post-production for the topics of life and worship etc., and completed 80 image works.

(3) The Council conducted the in-depth interviews and investigations to record the issues such as memorial tablets of grandaunts, putting memorial tablets of grandaunts into ancestral columbaria, and female ritual assistants. HAC had a great honor to win the Gender Equality Dedication Award of Executive Yuan in 2019 by producing the documentary film “Enhancing the Status of Females in the Clans: The Freedom of the Souls’ Destination: The Grandaunts Come Back Home”. The Council cooperated with Kaohsiung Museum of History to complete the Information Gathering Fundamental Investigation Project for the Iudui Settlement, and presented the results in the special exhibition on Iudui Hakka villages at Liudui Hakka Cultural Park. HAC previously collaborated with Institute of ethnology, Academia Sinica to conduct the pre-exhibition research “Hakka, Basel Mission and Taiping Kingdom of Heaven”, and exhibited related research results in the special exhibition “What You May Not Know About the Hakka: Hakka and Christianity.

2. Revitalizing investigation and application of the results of the collection

(1) The Council extensively collected Hakka related relics, and added 484 objects to museum collection and 329 objects to classical collection; applied physical collection results to conduct the Hakka Photographers Special Exhibition and the Hakka Sounds of Phonograph Exhibition; held exhibitions in 2018 on donated possessions from, for instance, late Hakka poet Zhan Bing and writer Huang Juan.

(2) The Council promoted the results of cultural resources investigations in Hakka settlements, uploaded about 230,000 entries of the research results over the years to the data retrieval system; integrated digital collection resources to build the Hakka Cultural Heritage website; organized promotion activities of the library and information center such as “Visiting Hakka Exhibitions, Speaking Hakka”, “Reading Hakka Books, Exchanging for Good Gifts”, “Borrowing Books Leaderboard, and exhibitions on Hakka dictionaries and themed books.

(3) The Council completed the publication of four local records on various Hakka settlements, including Hsinchu’s Qionglin Township, Hukou Township, and Pingtung’s Jiadong Township. HAC also completed the publication of the photo album of Chang Chen-yueh, and the picture book about the Liudui culture, which accompanied four language versions of animation compact disk, including Mandarin Chinese, Hakka, English and Japanese, allowing people to deeply explore the local features of Hakka communities and the inheritance of Hakka.

Paragraph Two: Promoting diversely themed special exhibitions and performing activities.

1. The Council organized the permanent exhibition, Thank You Hakka, at Miaoli’s Taiwanese Hakka Museum, and utilized five aspects, including “History of Hakka”, “The World and Hakka”, “Civic Life and Hakka”, “Culture and Hakka” and “Civic Society and Hakka to reinterpret Hakka culture.

2. The Council completed the update of display at Taiwan Hakka Museum and the Liudui Hakka Cultural Park.

(1) The Council completed the update of four special exhibitions, including “Exhibition Features Hakka Forestry Industry Culture Meandering Around The Trails of Mountainous Region”, “Scenery of Heart /New Realm—Hakka Aesthetics Exhibition 2019”, “Invite you to visit Iudui Hakka villages, follow me—Iudui Communities Special Exhibition”, and “Sewing with Love—An Exhibition of the Aesthetics of Hakka Textiles and Clothing”.

(2) The Council cooperated with National Archives Administration of National Development Council to organize the exhibition “A Dialogue with Maps: Stories Behind the National Archives' Maps”. HAC also collaborated with Taichung City Huludun Cultural Center to hold “Memories and Rebirth: 921 Exhibition”. The Council invited the family members of the deceased Hakka ceramist, Hsieh Hung-ta, to display his artworks in Hsieh Hung-ta Ceramics Craft Special Exhibition.

3. The Council organized festive activities, enabling the public to get close to Hakka culture.

(2) The Council organized the Hakka Harvest Festival at the Liudui Hakka Cultural Park, presenting various features of Hakka culture, and the festival totally attracted 20,508 participants.

Paragraph Three: Expanding the academic cooperation among ethnic museums and connecting with the world.

1. The Council cooperated with College of Hakka Studies, National Chiao Tung Universities and National Museum of Ethnology in Japan to organize the international seminar “To and forth in the century: Dialogue between Taiwan and Japan Hakka studies” at College of Hakka Studies, National Chiao Tung Universities on October 5 and 6, 2019.

2. HAC successfully has become the member of International Council of Museums (ICOM) since Aug. 14, 2019. The Council attended ICOM KYOTO 2019, presented a dissertation at the professional committee, ICOM-ICR off-site meeting, and enhanced the interactions with professional organizations of ethnic museums.

1. The Council integrated interdisciplinary and strategic alliances, devoting efforts and time to local Hakka settlements.

(1) The Liudui Hakka Cultural Park cooperated with the alliance of eight public sectors in Pingtung related to tourism management to organize the activity “International Museum Day 518 (May 18th)” , domestic travel fairs in the northern, central and southern Taiwan, “Arbor Day” activities and “2019 Pingtung Marathon”; worked with associations of the local industry and community to hold short trips which saw 187 participants; organized the “2019 HAKKA POWER Liudui Marathon” and 4,580 runners registered in the competition.

(2) Taiwanese Hakka Museum cooperated with the alliance of public sectors in Miaoli related to tourism management to organize an exhibition on 100-year-old elementary schools, a special exhibition on Miaoli’s recreation industries, short trips linked with tourist attractions in Miaoli, including Taiwan Oil Field Exhibition Hall, Strawberry Culture Hall, and Triangle Rush Exhibition Hall with 290 participants, and a hiking activity allowing 555 participants to deeply explore local cultural industries in Hakka settlements.

2. The Council integrated the culture of Hakka industries, and actively cultivated volunteers and promoted Hakka cultural experiences and environmental education.

(1) The Council organized seventeen sessions of parent-child environmental education at Liudui Hakka Cultural Park, and other 24 activities with 4,346 participants, including Hakka traditional agricultural planting demonstrations, farming school, edible landscaping, fireflies restoration for a total of twenty-four activities; held 186 sessions of parent-child environmental education and cultural experiencing activities (“Carrying Shoulder Poles for Rites of Passage” and “Drink and Experience the Tea and Its Culture”) with a total of 8,714 participants at Taiwanese Hakka Museum; the activities held at the park and museum attracted a total of 13,060 participants.

(2) In order to enhance the overall voluntary service quality, the Council held forty training courses, and organized interactive assembly meeting of volunteer teams so as to increase the service energy; in addition to the service within the scope of the park and the museum, volunteers also positively supported related affairs, including various exhibitions and performances, press conferences of opening ceremonies, environmental education experiencing activities, cultural event named Liudui Ecomuseum Cultural Train, and receptions for foreign ambassadors. All the activities stated above fully indicated the service energy of the volunteers within the park and the museum areas and the warm hospitality of Hakka settlements.

The number of people who paid visits to the museum and park areas amounted to 14.135894 million from the opening of the museum and park to the end of 2019; the number of visitors to Liudui Hakka Cultural Park increased 49,793 than in 2018, and the growth rate is about 5 percent; the number of visitors to Taiwanese Hakka Museum increased 69,483 than in 2018, so the growth rate is about 5 percent, and the fact indicated that the visitors to the museum and park areas increased year by year, and thus that enhanced the efficiency of the promotion for making people get familiar with Hakka culture. The future objective of the Council is to continuously transform “Taiwanese Hakka Museum” into “Global Hakka Museum” , and will regard connecting Hakka museums around the world with one another as the core mission, gradually collect, compile, search and organize global Hakka related relics and cultural heritage; the aim of Liudui Hakka Cultural Park is to connect Liudui Hakka settlements with each other, preserve and experience the folk cultural heritage of Kaohsiung and Pingtung, revive local communities, embody the lives of ordinary people, understand and promote Hakka local features in the hope of becoming an “ecomuseum”.
