The Executive Yuan founded the Hakka Affairs Council in response to the deeply felt hopes and desires of all segments of Hakka society and in recognition of a solid consensus among all political parties.

As a result of its exclusion from the greater socio-cultural environment, the Hakka community has faced a crisis in the rapid disappearance of its ethnic culture. To remedy this situation, leaders and visionaries in the Hakka community have called upon the central authority to establish an agency with exclusive responsibilities regarding Hakka affairs. By bringing together the power of the government and that of Hakka leadership, the Council is tasked with revitalizing Hakka culture, invigorating the Hakka arts and tradition, as well as forging a new path to the future for the Hakka people.
